Proposed new provinces for Pakistan, "need of the hour"?

I think the most convenient thing would be to abolish all provinces and make all divisions a state. We shall then give them the same powers which you have included in your description including one addition power of their economical autonomy. From the administrative point of view we can abolish the districts and can make the tehsils a county or similar type of thing, suggest any urdu name. Each county then should have one seat for national assembly and one to two seats for provincial assembly. In this way the Power can be transferred down to the lower level with less administrative structure requirements as well. If making divisions a stat is not possible then your plan is good enough except for few capital cities issue.
 
One of the reasons of under development of the areas which you mentioned, and many other areas in all provinces too, is the skewed economic and development policies of their respective provincial governments. Presently in Punjab assembly DG khan and Rajanpur have just 2.1 % representation, in the proposed Panjnad ( NOT SARAIKI) province their voice would significantly increase to 10.8% and the representatives from the districts would be able to raise stronger voice for thier areas. One can ask then why not just DG khan province so that they would have representation of 100 % in the assembly, the answer is that small provinces are not feasible currently in the country because literacy, infrustructure and self generation of funds for the development would not be possible in many of the small provinces. and new wave of hatred and discomfort would arise in the less developed provinces against the developed ones like Karachi or Lahore.

I this if you are saying this thing then you are not aware of some of the areas of Pakistan. What I do think is that we should make every division a province and there will not be a greater issue of economics. Let us take the example of DG Khan. The state DG Khan will have the Cement industry and cotten industy on its stake. similary it can develop tourism in the Fort Minro in DG khan district and Maarri in Rajanpur district (both of which are the tourist's spots in this division).And also do not forget that livestock is also one of the power of this area. similar things are present in each of the divisions of Pakistan.And the last thing, suppose there is any state which can not sustain its expenditures due to underdevelopment then there is one other thing present there which is called the fedration "Pakistan". The fedration will get a share of the taxes collected from the different states for running the fedral matters and supporting the relatively undre-developed states.

Well the provinces can be made at a district level but in this case scenario there will be an issue of revenue generation by the province. The soul of the idea of creation of new provinces is transfer of powers to the smallest level possible with each of the basic necessaties present within the province like Big Teaching hospitals, University and Medical colleges, Industrial area and right of the local people on the local resources. The main problem with the distract Governement which we have experienced in Musharaf era was lack of self control of the local people on local resources. Similarly it will be very difficult to built very good teaching hospitals, Universities and Medical colleges etc at the distract level. I am proposing Divisional level because in this way we can have 26-30 provinces which can be easily managed and each of the above facilities can be provided to each of the suggested province with a relative ease.
 
In India, smaller states in general do better in economy and human development.
Also the three newest states after 2000(Uttarakhand, Jharkhand and chattisgarh) are doing better than before.
Hence people have started to believe a new state is surest way to get quick prosperity.
But most such demand come from grasroot level, not from top level politicians.

ISLAMABAD: Opposition leader Chaudhry Nisar Ali Khan, bashing the Muttahida Qaumi Movement (MQM), asked how can a party which has never had a single councilor in Khyber-Pakhtunkhwa or Punjab ask for new provinces in these regions with its leader “sitting in London”.
Khan was talking to the media outside the Parliament on Thursday when he said that there was a particular party which was creating drama in the National Assembly over the creation of new provinces. “The party’s terror can only stay on the people of Karachi… A party in Karachi cannot make provinces in other provinces.”
He also said that provinces are not made by giving speeches or by slinging mud on the opposing parties, they are made through commissions.
He added that a commission should be formed for the creation of provinces and a new province can only be formed after the provincial assembly, national assembly and the senate approves it as per the laws.
The opposition leader reiterated his party Pakistan Muslim League- Nawaz’s support for the creation of Hazara, Bahawalpur and the south Punjab province.
ANP chief criticises MQM
Awami National Party (ANP) chief Asfandyar Wali also lashed out at the MQM and said that a party that had never had a councilor in the Hazara region or the Seraiki belt was standing up and talking about dividing the provinces.
Wali said that he was aware of their intentions and targets, and also added that they will never be able to achieve them.
He said that if the Punjab Assembly is not asked and a Seraiki bill comes forward, his party will be against it, adding that it was their right according to the constitution.
Wali said that people who were demanding new provinces had brought up a non-issue at a time when the country was going through so much.
“If you hate the Pakhtun name so much, what are you going to do with those sitting in Hazara,” said Wali after stating that the region had a majority Pakhtun population.
‘MQM is Pakistan’s party’
Muttahida Qaumi Movement (MQM) leader Farooq Sattar responded to Khan’s statements by saying that harsh statements were being made against his party.
“They are terming us as Karachi’s party… If we don’t have a seat in Punjab, then you don’t have any in Sindh either. Why are you coming to Sindh and talking about its problems?” he remarked.
He said that his party is “Pakistan’s party” and wherever there is injustice in the country his party will get up to solve it. “Pakistan is as much ours as it is yours… You don’t have any authority to judge who is Pakistani and who is not.”
On the creation of new provinces, he said that the MQM has brought up the issues of the people on institutional grounds and he is sure that the party’s demands will be passed by a majority in the house.

I think we all can agree that any party in Pakistan has a right to talk about changes in a part of Pakistan even if they dont have an Elected candidate there

I mean Nawaz Sharif can talk about Karachi and Sindh while not having a Single seat here so why this hypocrisy from Nisar?

lol @ your thinking, Seraikis & Hazaras are demanding their due rights......what will you call that?

IMO Pakistan's provinces/states/territories(currently 8) should be divided into 16 & should be given provincial status.
