No he doesn't give any field decisions. Normally there are four umpires and a match referee. Two umpires are in field who give various decisions with respect to their standing position. Then is third umpire, the TV umpire who can only give decision once referred by field umpire and the fourth umpire is reserve umpire. He only comes into action if any of three umpires becomes unable to perform his duty.

Match referee deals with disciplinary matters if reported by umpires, complaints by teams or takes notice by himself. He ensures that ICC code of conduct is implemented . He also submits confidential report to ICC about umpir's performance or any thing he observes and feels to be reported upon. Most of them are ex players with good repute.

Johnson to Prior, 1 no ball, 86.5 mph, gone this time! Johnson gets another! Or has he!? It was a clear nick behind but umpire Dar thinks it might be a no ball. The replay suggests it might be! Ricky Ponting might explode here... Really good work from umpire Dar, he clearly felt there might be a problem and just as Australia were celebrating he called Prior back and consulted the third umpire which proved Johnson had overstepped the line
