The idea is to have an omni role platform which can perform Air, Sea and Ground operations so could replace multiple platforms in these domain with one omniole capabilities, this is the reason I posted the press release by SAAB which explicitly mention this

ATR-72s were first bought in transport specs and then sent to a EU third party for modification/integration of the MPA gear.

No reason to believe this same approach wont be used again. Another tell its not for transport use is seating capacity not specified, instead tender is for range and weight capacity. If they had specifically wanted a people carrier they would have specified seating capacity.

This can very well be for VIP transport. I have seldom seen a singular fleet in a maritime attack role.

This aircraft would be converted as MPA and would be used in following roles

• Intelligence Surveillance and Reconnaissance (ISR)
• To counter asymmetric maritime threats and challenge
• Anti-surface warfare (ASuW)
• Anti-submarine warfare(ASW)
• Airborne Early Warning (AEW)
• Training
• Search and Rescue

I might be wrong but it appear that PN is trying to replicate SAAB swordfish MPA
