Even from the numbers that you have quoted, it is clear which country is making more progress. Pakistan may have india beat by a couple of percentage points, BUT if you see the the trend from over the last 2 decades - pakistan has lowered the percentage of hungry people by 5 percentage points (25.7 in 1990 vs 20.7 in 2011) - meanwhile india has brought down the percentage of hungry people by nearly 7 percentage points (30.4 in 1990 vs 23.7 in 2011).
On the other hand, a look at the database of WHO and FAO reveals, that undernourishment or hunger is higher in pakistan, than india.
Clearly, despite all the handicaps that you have so carefully articulated, India is still doing better.
