Break the monopoly these organisations enjoy. Companies like DRDO & HAL lack discipline & efficiency due to the fact that they don't have to compete with any other manufacturers. Bring in private players & see how quickly the performance changes. Things have changed for good in lot of sectors after liberalization & it's time to try the same in defense sectors!

Hal is the main contractor. All the work done by drdo and ada.

Which is one of the problems. The agencies without real experience in planning and delivering such a big project are leading it, while the one that has it, is deemed to wait and see what comes out of ADA/DRDO, MoD/IAF/IN.
