The Kingdom of Saudi Arabia has requested a possible sale of 202 Patriot Advanced Capability (PAC) -3 Missiles with containers, and 1 Guidance Enhanced Missile (GEM) Flight Test Target/Patriot as a Target. Also included are 2 PAC-3 Telemetry Kits, 6 Fire Solution Computers, 36 Launcher Station Modification Kits, 2 Missile Round Trainers, 2 PAC-3 Slings, 6 Patriot Automated Logistics Systems Kits, 6 Shorting Plugs, spare and repair parts, lot validation and range support, ground support equipment, repair and return, publications and technical documentation, personnel training and training equipment, Quality Assurance Team, U.S. Government and contractor technical and logistics support services, and other related elements of logistics and program support. The estimated cost is $1.750 billion.

Saud Al-Fasial the saudi foreigner minster has put 3 years estimation for the war against ISIS. To dispatch ground troops now is very wrong IMHO. First you need to do these things :

  • Destroy oil refineries that are under their control to dry up their financial sources.
  • Bomb weapons storage facilities and command center.
  • Bomb their Tanks, transport vehicles, safe-houses, check points.
  • Evacuate residents to refuge camps.

Saudi Arabia already operates PAC-3. This here is an additional to what we have and also an upgrade to the rest of the PAC-2.

Hopefully you also get the capacity to maintain these systems completely on your own...and may be get some ToT as well.

All what the Saudi operates are marinated by the Saudis, there is no foreigner involvement whatsoever if that what you are implying. Transfer of technology of such a sophisticated defense system is very unlikely to be authorized by the US but let's all hope for that though the last 90 billion deal do includes some ToT.

Well nice for Air Defence I also think Saudi Arabia should have lot of Air Defense systems around Makkah and Madinah

These two specific places are heavily armed with long, medium and short defense systems, radar, surveillance systems, AWACS, and also surrounded by three air force bases, most of the navy are deployed along the red sea. These two locations are considered vital so obviously they will be heavily protected.

Why not some sophisticated systems with ToT, I am positive that many nations will be glad to sell their systems with ToT, so at least the specs and blue prints for future production, since most SA systems are top notch for the present technologies. The need of ToT is for future requirements and self reliance.
Another $ 50 billion, will fulfill the requirements of the Navy, like some capable submarines, corvettes and frigates, also there is the tank deal with Germany or Turkey and many other systems of the 21st century requirements.

I had an interaction with a responsible S/M qualified staff officer of saudi western fleet. He informed me that the West has blocked their moves of procuring S/Ms.

The possibilities are many for S/Ms procurements, the French and the Spanish have some good ones too, The Italians are willing to sell the type 212, and the Russians and Chinese have some very good ones now all of them with AIP technologies. i think the Germans will be willing to sell theirs to SA too. Although SA will want ToT with them. In this regard any country who can come up with a reputable and capable platform and offer ToT with it will win the contract. It is not like SA is stranded financially, it has multiple choices, and I do not believe that the West can block a submarine procurement program but for a UN sanctioned country. SA is not sanctioned, far from it, and very good S/Ms they will get in enough numbers to protect its long shores.
