China doesn't support Russia's invasion of another sovereign nation, though China understands and supports Russia's concerns for security from the NATO. Russia has the S-400 and S-300. Russian systems excel in range for their superior rocket engines but HQ9B is better in reaction time and sensors.
In 2013, Turkey tested HQ-9 against the S-300, American Patriot, and Eurosam Aster 30 systems. HQ-9 was equal or similar to European and American systems but has better range. S-300 has the best range but its detection and reaction time are the worst. Turkey was about to buy HQ-9 except it buckled under NATO pressure. Or, it was said that Turkey simply used the Chinese HQ-9 to drive a hard bargain from the Americans for the Patriot system. I believe the latter was the reason Turkey didn't select HQ-9. Ten years later, both Patriot and HQ-9 are not the same with upgrades. HQ-9 got a number of small upgrades and eventually significant ones to call it a new system -- HQ-9B.
The Chinese bid highlights its emerging capabilities, but may stumble on Western pressure.
