What happened to this Bhutto of Punjab in 2002 general elections? Pakistani voters have altogether a different psychology; majority, excluding die hard fans of a party, vote according to the situation. The factor that who's in the government right now counts a lot, in general elections voters tilt towards party that has more chances to win and form the government.
