Military gets its yearly budget, plus other earnings from its ventures, however listening or adhering to Americans is circumstantial not mandatory, the mistrust has gone deep but maintained through low-mid priority relations. The dependency on each other has dried down significantly. Being public servants, military does what it thinks is best for the county, which is debatable.
