Police arrest key LeJ activist linked to sectarian, target killings | DAWN.COM


KARACHI: Pakistani police on Wednesday said they had arrested a key leader of banned religious outfit the Lashkar-e-Jhangvi (LeJ), which has been linked to several incidents of sectarian violence in the country.

Hafiz Qasim Rasheed, the ‘Amir’, or chief, of the militant group LeJ’s Sindh chapter was arrested from Karachi on Wednesday with a cache of guns and grenades recovered from him, police said.

Additional IG CID Ghulam Shabbir Sheikh told DawnNews that Rasheed was wanted for his suspected involvement in 33 cases of targeted and sectarian killings,including those of lawyers, police officers and political workers.

In 2001, the provincial government of Sindh had placed a bounty of Rs 500,000 on the suspect, while his name was also on the list of most wanted criminals.

Qasim Rasheed alias Ganja, was arrested after the Crime Investigation Department (CID) of the police received an anonymous tip-off. Hand grenades, pistols and Kalashnikovs were recovered from the suspect.

The suspect has been arrested by the police in the past more than once, including an arrest in 2005 for his involvement in a failed attempt at a rocket attack on Karachi’s Civil Lines police station. During interrogation following his 2005 arrest, police said the suspect had also disclosed his plans to target SP CID Fayyaz Khan.

Air strikes in Khyber tribal region kill eight militants

PESHAWAR: Two civilians and eight militants were killed and 11 others were injured in bombardment by fighter jets in the Khyber tribal region, DawnNews reported on Thursday.

The jets struck areas in Khyber’s Zawa region destroying four insurgent hideouts, security sources said.

The 11 injured in the onslaught included four civilians and seven militants.

Two houses in the vicinity were also damaged in the action.

Khyber is among Pakistan’s seven tribal districts near the Afghan border which are rife with homegrown insurgents and are alleged to be strongholds of Taliban and Al Qaeda operatives.

Militants have killed more than 4,800 people across Pakistan since July 2007.

U.S.-Pakistan Anti-IED Deal


•On Wednesday, top officials in the Pentagon and State Department signed a deal with Pakistan to address the flow of bomb-making materials across the border into Afghanistan. Such materials include calcium ammonium nitrate, a highly explosive component in fertilizers. Calcium ammonium nitrate is the key ingredient in most improvised explosive devices (IEDs). Some IED-detecting equipment has already been given to the Pakistani government, and the Interior Ministry has also designed a “national strategy” to track and regulate fertilizer shipments into Pakistan.[v]

DOD, State discuss 'framework of cooperation' with Pakistan on roadside bombs

Tweet Top Pentagon and State Department officials are discussing a "framework of cooperation" with Pakistan to help stop deadly bomb-making materials from flowing across the border into Afghanistan, a top U.S. officer said Wednesday.

This so-called framework of cooperation to combat the import and use of roadside bombs in both countries has been a main topic of discussion between Washington and Islamabad, Lt. Gen. Michael Barbero, head of DOD's Joint Improvised Explosive Device Defeat Organization (JIEDDO), said.


“We have had discussions, and we had several exchanges, we've had two groups of Pakistani military visit [our] headquarters and some of our training facilities. And I've been [to Pakistan] twice to meet with . . . partners to talk about this," the three-star general said during a speech at the Atlantic Council.

Most recently, informal talks on this framework were hashed out when Pakistani military officials attended a State Department-led counterterrorism working group in Washington last month, according to Barbero.

Some American equipment designed to detect improvised explosive devices (IEDs) has already been handed over to Islamabad with the possibility of further exchanges with the U.S., he said.

"I believe we can contribute with training, we can contribute with some equipment. I know there has been some equipment that has been transferred," according to Barbero.




These homemade and relatively cheap explosive devices have been the weapon of choice for insurgent forces and terror groups in Iraq and Afghanistan.

But aside from U.S. and coalition targets in Afghanistan, Pakistani military forces face the biggest threat from IEDs, according to Barbero.




"This is an area where we both agree where we need to cooperate. We need to move from discussing cooperation to active cooperation," he added.




That mutual response included cooperation from Islamabad to clamp down on critical bomb-making materials coming from Pakistan into Afghanistan.

At the top of that material list is calcium ammonium nitrate, an explosive compound found in fertilizers supplied by Pakistan to Afghan farmers in the eastern part of the country. A volatile substance on its own, once mixed and processed with gasoline and other chemicals, bomb-makers can produce a distilled version of ammonium nitrate from the fertilizer mixture.

This highly combustible, fertilizer-based compound has been the key ingredient in thousands of IEDs in eastern and southern Afghanistan, Barbero said.

That said, Pakistan's Ministry of Interior has drafted a "national strategy" to regulate fertilizer shipments in the country, labeling each bag with a numeric code to track where the material moves in the country.

But Barbero expressed doubt on whether Islamabad will put the resources behind that new strategy, noting the needed shift from strategy and rhetoric to tangible action on Pakistan's part was not guaranteed.

The three-star general's comments come shortly after DOD announced more IED incidents took place in June than in any other month during the Afghan war. Many of incidents took place along in the eastern and southern parts of the country.

Barbero noted that disheartening statistic did not indicate a failure of counter IED operations by American and NATO forces in country.

Rather, the increase was another example of the overall increase in violence in Afghanistan as U.S. forces prepare to leave the country over the next two years.

According to security sources more than 122 security personnel have been killed and 172 others injured during militant clashes in the Orakzai region. The sources added that 638 militants were also killed in the clashes whereas 339 others were injured.

This is the total casualties faced by army in Orakzai, not in a particular incident, but over the years.

PESHAWAR: An improvised explosive device (IED) fixed along the road was diffused in Bara Sheikhan area near Peshawar Tuesday, Geo News reported.

According to sources, the bomb disposal squad found the explosives fixed along the roadside in Bara Sheikhan area during a search operation. The squad diffused the bomb on time that was planted to target a police patrolling team.

Earlier in the morning, three FC personnel were wounded when explosives stored in a room went off at Badaber in the outskirt here.

Police sources said that FC personnel were on duty near an under construction house on Frontier Road, when suddenly a blast occurred in the house under construction, wounding three of them.

Police said that the explosives were stocked in a room of the under construction house, which is being investigated.

While rejecting Kabul’s assertion that Mullah Fazlullah was not hiding in Afghanistan and that Islamabad has not shared any data about his presence on the Afghan soil, the Pakistani authorities have claimed that the most wanted Taliban commander was shuttling between Kamadesh and Chapa Dara districts in the border provinces of Nuristan and Kunar to carry out cross border ambushes.

The Pakistan government had sought Mullah Fazlullah’s extradition from Kabul after it transpired that the assassination attempt on Malala Yousufzai was order by the former ameer of the Swat chapter of Tehrik-e-Taliban Pakistan who continues to operate from Afghanistan despite repeated requests by Islamabad to proceed against him. Foreign Minister Hina Khar had made the same demand in her October 20 meeting in Islamabad with US Special Envoy for Pakistan and Afghanistan, Marc Grossman, saying Fazlullah is responsible for a spate of cross-border ambushes against the Pakistani security forces.

However, despite Afghan President Hamid Karzai’s expression of solidarity with Malala Yousufzai, the Afghan authorities have rebuffed the Pakistani demand to act against Fazlullah.

The governor of Kunar Fazlullah Wahidi has said the other day that Pakistan has not shared any evidence to prove its claim about the presence of the fugitive commander in Afghanistan. He added that Fazlullah and his men were actually operating from the Pakistani territory. On the other hand, Pakistani authorities say the Karzai administration was in a state of denial about Fazlullah’s presence, despite the fact they have been provided credible information about his specific locations in Kamadesh and Chapa Dara districts of Nuristan and Kunar provinces. While Kamadesh is a village located in Bashgal valley of Nuristan on the Pak-Afghan border, Chapa Dara is situated in the western part of Kunar and also borders Nuristan province.

Pakistan alleges that the governor of Kunar and the Afghan intelligence agencies have been providing support to Mullah Fazlullah. “I don’t think it’s the policy of the Afghan government but there are people in the Afghan set-up who support Fazlullah because without their total support it will not be possible for the TTP men to move so freely there. The governor of Kunar has actually declared jihad against Pakistan Army”, said Pakistani Ambassador to Afghanistan Muhammad Sadiq stated on October 24. Fazlullah Wahidi, the governor of Kunar, has denied Fazlullah’s presence despite the fact that the Pakistani military authorities had been informed by senior Nato military officials recently that their forces were not in a position to act against Mullah Fazlullah because he operates from Nuristan and Kunar provinces which had fallen to the Afghan Taliban in 2009 after the withdrawal of the US allied forces from their forward bases there.

The Pakistani authorities were further told that the US and Nato would have to shift 40 percent of their military assets to eastern Afghanistan to fight Fazlullah and other militants.

While informed circles in the security establishment allege that Mullah Fazlullah-led militia was conducting cross border ambushes against the Pakistani security forces with the backing of the Afghan authorities, Kabul maintains that his men were being aided by the Afghan Taliban and Qari Ziaur Rehman, a key al-Qaeda commander from Pakistan who not only operates in Bajaur and Mohmand tribal regions of Pakistan but also in the Kunar and Nuristan provinces of Afghanistan.

But a senior officer in Pakistani security establishment, while insisting that Kabul was protecting Fazlullah, cited a June 2012 interview of the Nuristan police chief, Ghulamullah Nooristani, to substantiate his claim. The Reuters quote Nooristani in its June 27, 2012 report as saying: “There are no signs that anyone intends to eliminate Fazlullah, even though he is creating havoc for people there, charging illegal taxes, stealing supplies from trucks and sometimes killing drivers. We can’t attack them because they are armed with light and heavy weapons, which are much better than ours. We will only be able to destroy their stronghold if we get support from the central government in Kabul or from the coalition forces.”

On the other hand, refuting Fazlullah’s presence in Afghanistan, the spokesman of the Afghan Interior Ministry Ghulam Sediq Sediqi told newsmen on October 24 in Kabul reminded that Afghanistan has been urging Islamabad to hand over all those Afghan Taliban leaders who are hiding in Pakistan.

“There are terrorists living on the Pakistani soil for many, many years and no action has been taken against them”, Sediqi added, giving a clear hint that the Karzai administration had no intention to act against Fazlullah. Afghanistan’s refusal to move against Mullah Fazlullah while denying his presence on the Afghan soil clearly seems to be a tit for tat move, given the fact that Pakistan also refuses to act against the Haqqani militant network in North Waziristan, while refuting its presence there.

If this guy is a most wanted man and involve in killing and terrorizing people in Pakistan, why the Pakistanis don't discuss with the US and go hunting together?
I also thought that the new process will allow for joint terrorist hunting or would give Pakistan to follow people into Afghanistan if they attacked inside Pakistan and tried to hide across the border?

Proofs proofs proofs, wrong proofs right ones , out dated proofs, full of lie proofs, this isnt a proof, oh the proof ? we didnt get it yet. These are the answers that we get when proofs are given.
