ISLAMABAD: Pakistan on Monday warned of a ââ¬Åbefitting responseââ¬Â to any plans by
New Delhi to pursue militants across the Line of Control (LoC).
ââ¬ÅThere should be no doubt in oneââ¬â¢s mind that any attempt to indulge in hot pursuit would receive a befitting response. Any aggression across our borders or the LoC would be effectively countered. Everyone should know that we have the capability and determination to effectively deal with such threats and defend our borders,ââ¬Â said Foreign Office spokeswoman Tasnim Aslam during a weekly media briefing at the Foreign Office.
However, alleged remarks by the Indian Defence Minister AK Antony were not easy to trace in Mondayââ¬â¢s media in which he threatened pursuing militants across the LoC into Pakistan. The spokeswoman observed that if indeed the remarks had been made, these were highly irresponsible. ââ¬ÅWe have to check the veracity of the statement. I am not sure whether the statement was made. If indeed the statement is correct, we would be surprised that a statement of this nature, which can only be described as irresponsible, was made. Such statements militate efforts made by the two governments to improve the environment,ââ¬Â she added.
Meanwhile, there is good news for the countless number of prisoners in jails across Pakistan and India, which the bureaucracy of the two states had virtually forgotten. The spokeswoman announced that both the countries had finalised the names for a committee on prisoners, comprising retired judges, and hoped its meeting would take place soon to look into the plight of these prisoners.
She disagreed with a statement by Indian External Minister Pranab Mukherjee about the conditions that the Indian prisoners were kept in Pakistan. ââ¬ÅThis is a humanitarian issue and Pakistan has always favoured greater attention to their plight but unfortunately, it has not received the kind of cooperation it had hoped for,ââ¬Â she added.
The newly-formed committee would also suggest procedures to both the governments about the humane treatment and their expeditious release. The spokeswoman said currently there are 513 Pakistani prisoners in Indian jails including 50 fishermen and 463 civilians.
In the last four years, Pakistan had released 2,637 Indian prisoners, while India freed only 713 Pakistani prisoners. It has also been noted that a large number of prisoners released by India have lost their mental abilities and were tortured in Indian jails.
She said there were many Pakistani prisoners, who continue to remain in prison even after completing their term. The ruling of the High Court of Indian Punjab to grant compensation to such prisoners is a testimony to this fact.
The spokeswoman said Pakistani authorities provided consular access to 44 Indian prisoners in Kot Lakhpat jail, Lahore, on the 15th of last month, but the Indians have provided access to only five prisoners against the 160 sought by Pakistan.
Answering a question on Pakistanââ¬â¢s expectations of the anti-terror mechanism, she said: ââ¬ÅThis is a mechanism, which has been established to help the two countries to prevent terrorist acts on either soil. It is a two-way mechanism. This can be used to share information to cooperate by mutual agreement. We are approaching it with a positive mindset and see where it goes. I wonââ¬â¢t get into specifics. It is not appropriate for me.ââ¬Â
Asked whether the investigations into the Samjhota Express bomb blasts would figure in the talks, she said: ââ¬ÅIt would be discussed. The Indian leadership has assured us that whatever information they have they would share with us.ââ¬Â
On the information provided by India to back its allegations about the involvement of Pakistanis in acts of terrorism in India, she said: ââ¬ÅSome information was given. There could be subsequent discussions. It would not be appropriate to go into the specifics of what would be discussed and what would be our response and what we expect their response (to be),ââ¬Â she said.
On the remarks by External Affairs Minister Pranab Mukherjee about the ruling out of Joint Management, one of the proposals mooted by President Gen Pervez Musharraf to resolve the Kashmir issue, the spokeswoman said demilitarisation and other ideas were being discussed. ââ¬ÅThese ideas have generated resonance among the Kashmiris,ââ¬Â she said, adding the Kashmiris were interested in the proposals and discussing them. ââ¬ÅI would not get into specifics,ââ¬Â she said.
About India building an airbase in Tajikistan, she said: ââ¬ÅI do not have any information that India has established an airbase. We understand that India may be helping them to build some facilities, and we do not have this information,ââ¬Â she said.
About the ââ¬Ëhot pursuitââ¬â¢ into Pakistanââ¬â¢s northern territory by US forces, the spokeswoman replied that in reality this was not the policy of the US government. She pointed out that some local commanders or generals might have said something of the sort but the US Secretary of State has firmly stated that there was no plan of this nature as it would not serve any purpose. ââ¬ÅOur fight against terrorism is a common cause and we have a partnership with the United States and not an adversarial relationship,ââ¬Â she added.
Reacting to a statement made by the Afghan foreign minister, she said Pakistan is a victim of terrorism, which sprouted in Afghanistan and had disturbed the Pakistani society, particularly the people of tribal areas. She said the international community is deeply worried about the situation and Pakistan is part of the global efforts in the fight against terrorism. Pakistan is being provided some assistance for a common cause.
The spokeswoman told a questioner that the second round of Pakistan-US strategic dialogue is likely to take place this month. She said there is a desire on both side to make their relationship broad-based, durable and a number of initiatives have been taken for the purpose.
There is also realisation that whenever our relationship was less cooperative then both sides paid a price for that and therefore are determined to make the relationship long term.
She said that there would be no military action against Iran as it would have disastrous consequences economically and politically for the region and also for Pakistan. Pakistan is against the use of force or threat of the use of force against Iran and wants resolution of the issue through negotiations.
About the meeting of seven Islamic countries in Islamabad, she said both the president and the foreign minister consulted the Iranian and Palestine leadership before the conference. She pointed out that the presence of the OIC Secretary-General in the meeting clearly showed that the approach of the group was consistent with the OICââ¬â¢s position on the issues discussed.
