sir, because of shortage of ships, existing ships have to spent more time in water rather than in paintshop..

Ships don't go to the paint-sshop to get re-painted. They get handled on the seas----you hang out the nets and a platform and while the ship is floating on calm seas---you have your sailors chipping out the rust and re-painting the spots.
