Targets can be better understood once we know the key Roles of our own armed forces…Generally speaking these are:-

Army: Protection of the state borders, limited offensive-defense….

Air Force: Defence of airspace, deny IAF achieving Air Superiority while occasionally creating favourable air situation for Pak Army

Navy: Securing sea lanes of communications (SLOCS), Protection of Karachi Complex…

Now targets in a war could be: Command and communication centres, industrial infrastructure, bridges of tactical and strategic importance, infantry concentrations, air bases, key oil facilities, ammo depots, electric grid centres, dams etc

While I will rule out the possibility of Nuclear devices, ICBMs can be used with conventional warhead at the targets at far ranges...These will also be used to carry out strikes at economic / political hubs ( Delhi / Mumbai etc ) and will be aimed to generate massive civilian casualties to demoralise enemy and saturate her resources…

For India we know its Lahore primarily. Where should we hit?

If India attacks it will be a golden opportunity for Pakistan to solve the Kashmir problem in its favour by cutting off the Indian forces there and capturing rest of the Kashmir. That will be the most logical conclusion of the Battle of Kargil.

Till the enemy doesn't know it will also be attacked back, a fully defensive policy doesn't work.

A Pakistani response would be a tit for tat. Neither side wants to go overboard and escalate. Without quantifying what exactly it will be, its safe to say that it would be of a similar magnitude just so the other side knows that there is a cost associated with whatever they try.

Also nuclear sites are not subject to attack by either side. This is probably one area where both sides have an accord and will stick to in case of hostilities due to concerns with fall out etc.

Using BMs can be misconstrued by the other side.
