If there is no security risk than why offer money??

first of all there is no security risk, PCB is saying that all the time, second there is a perception of 'security risk' prevalent and thats why the foreign players arnt touring, and thus the insurance, now even if the player gets heart attack and dies, PCB will cover his loss, so life insurance is not just about getting killed by terrorists

so life insurance gives insurance that the place is safe, also there is no insurance if you to war zone or life threatening places, again proves that pakistan is safe

The PCB has confirmed the inclusion of former ICC match referee Mike Procter and former elite panel umpires Russell Tiffin and Rudi Koertzen for the upcoming Pakistan Super League, a Twenty20 tournament starting on March 25.

"Apart from Aleem Dar and Asad Rauf [who are from Pakistan], three other esteemed international match officials have confirmed their participation," the PCB said in a statement. "In addition, preparation is proceeding apace in all other aspects and the team is well on track with its plans for broadcasters and sponsorship."

but on serious note money is not everything especially for experienced international player but still its good effort from PCB/ZaKa as they are working hard to bring international cricket in pakistan. $100,000 for ten days of T20 cricket is not peanut as indian trolls suggest and also tax free income

If you don't want to discuss a series played in your on country then I don't know where is the logic in it. By the way in both the tournaments that you are talking about we successfully qualified forward despite losing one match to you. In fact we won the Asia cup too. While you lost to a minnow and were kicked out. Same in T20WC. Again you failed to qualify for the next round.
