ISLAMABAD: In an attempt to promote restraint and responsibility in South Asia, Pakistan has offered its nuclear-armed arch rival for a bilateral arrangement on non-testing of nuclear weapons, the Foreign Office said on Tuesday.

Prime Minister’s Adviser on Foreign Affairs Sartaj Aziz had earlier this month renewed Islamabad’s proposal to New Delhi for simultaneous adherence to the Comprehensive Test Ban Treaty (CTBT).

A similar proposal, Nafees Zakaria said, which was made following Pakistan’s nuclear tests in 1998, did not elicit a favourable response from India.

“Pakistan has indicated the possibility that the two countries may consider a bilateral arrangement, which is reflective of its policy of promoting restraint and responsibility in South Asia and its consistent support for the objectives of the CTBT,” the spokesperson said in a statement.

“The bilateral non-testing arrangement, if mutually agreed, could become binding immediately without waiting for the entry into force of the CTBT at the international level.”

Explaining further, the spokesperson said while the unilateral moratoriums declared by the two countries were voluntary, legally non-binding and could be withdrawn unilaterally, a bilateral arrangement will be mutually binding and difficult to withdraw from unilaterally.

“Both countries could consider working out the details of the arrangement and mutually agreed confidence-building measures in relation to it.”

UN chief says end ‘madness’ of nuclear weapon testing

The spokesperson said a mutual agreement could set the tone for mutually agreed measures on restraint and avoidance of arms race in South Asia.

“A bilateral arrangement on non-testing will also send a positive signal to the Nuclear Supplier Group (NSG) countries, which are discussing the non-proliferation commitments of non-NPT states in relation to the question of membership,” said Zakaria.
 
If Pakistan was serious it would have offered a NFU treaty.

Are you serious? There is already a multi lateral treaty called CTBT and currently, Pakistan is the only country opposed to it.

Bilateral non-testing treaty is nothing but a joke.

India has already committed to signing CTBT as and when it is ready. Pakistan has not and is the only hold out.

It's hard to get a commitment when the Superpower of the world, 2nd largest economy, themselves are hold outs.

And that's before the game of chicken being played out by India-Pakistan.

Whether or not Pakistan or India or the US/China sign the treaty, no-one is going to go Nuclear anytime soon. Neither is anyone going to test a bomb either. The Status Quo is already on the rocks with N. Korea; and the greater safety treats now-adays will see the current Nuclear Powers (recognized or not) maintain a strict hold on know-how.

It seems stupid to see, but the CTBT is one of the better treaties with needless controversy.

The NPT was made to keep any additional communists from developing Nuclear Weapons.

Nations have always tried to one up each other, but then when a new challenger comes the powers to be bring down the hammer.

If India were ever serious in Peace would have agreed to NO WAR AGREEMENT .... but again
 
Pakistani leadership is playing games .. they want to show their people that "See .. world treats Pakistan at parity with India" ..which is far from the truth right now... Indo-Pak is out..AF-PAK is in... and thats' the way its going to be for some time... this is the new reality.. there will be more of these so called equity proposals coming in ...
