Yes they are i.e. their partition violence was planned piece meal by state and even senior government figures, not the mob attacks seen in Pakistan back then, anyway off-topic.
No concessions to them at all, they see it as a weakness. Kartarpur is fine the rest won't see even the light of day. Pakistanis certainly don't want to give concessions to them in light of the Kashmiris.
Do you want to be mocked in their media all day all night long? That's what they do when you show kindness.
No Indians see it as a weakness. This is a most welcome development.
India was the one that was pushing for more people to people contact and cross border trade. Pak was the one that was putting barriers including blocking access for India to Afghanistan.
What India wants? No change to loc, at some point convert to international border with free movement of people in Kashmir and possibly relaxed visa regime for people to visit their ancestral home left behind at partition.
Pak is no more under US umbrella. With that leverage gone for Pak India don’t see any reason to give concessions to Pak.
Stop getting on top of nonexistent high horse. Play nice.
