has to be done by both parties at once and given control to UN, India does not agree to these preconditions
I re-read the resolution just to make sure that I didn't miss anything. And it seems that India only have to reduce the forces from Kashmir to maintain law and order. India doesn't have to vacate it. Pakistan does have to vacate it.
India will then appoint a plebiscite administrator nominated by the United Nations who would conduct a free and impartial plebiscite.

So we're back to square one. I sincerely hope that all this madness stops and Kashmir referendum is conducted at its earliest. Provided, ofcourse, Pakistan honors the UN resolution and completes the preconditions for the referendum.
