I can understand that in context to USAF Top Gun scenario as we have Saffron Bandit but why would Saudis portray Russians as the bad guys, one would expect their focus to be the likes of Iran.

Soviets and later Russia jets have always been portrayed as Red Air. CCS books and presentations (based on USAF FWS, USAF does not have Top Gun) always have had Russian aircraft as red air. The same concept applies in the Middle Eastern Air Forces. And Iran does have a good number of MiGs, but having sat in briefings years ago, I would never expect to see an Iranian Tomcat as a Red Air scenario. Lots of influence comes from NATO culture.

On a lighter note, even JF-17s have been shown as Blue Air.
