plagiarism is one thing, incompetence is another. recently, an experienced prof from comsats-isb proudly told me how he has published some works on AI. he gave me the paper that he had published, and it was total garbage. and the guy was practically chest thumping himself for the publication.
Going off on a tangent here but being a professor is a very noble profession. Like being a doctor or a solider for the following reasons:
1. You are supposed to be the expert in your field and most other people in the universities usually take what you have at face value.
2. At least here in the USA you get half or less the money than you would if you would have gone into industry.
3. You are impacting 100s of students each year, hundreds of thousands in your career.

Now in Pakistan:
1. You can have a PhD and be extremely incompetent, tell you're the best and people believe it because you're supposed to be the expert and only another expert can call your bluff. Well there are so few other experts that you'll be fine. The other experts are probably also fooling everybody. Plus you've learnt the art of sychophany so your bosses love you.
2. We have no industry and professor jobs pay quite well in Pakistan compared to other options. So it is quite a lucrative business proposition to get a PhD by hook or crook become a professor publish garbage and you're set for life. It's the new age sarkari naukri.
3. You're ready to destroy generations of people with your garbage knowledge that some of your lucky students who go elsewhere will have to unlearn.

You cant expect Pakistan to compete with multi trillion dollar economies.

Also, in other countries, such research is usually conducted by research institutions, not militaries.

So kudos to PAF for trying, and better late than never.
They are only ahead in organisation and number of people working in the field, so want take long for PAF to catch up and lead. As long as we connect our Industries, universities and research organisations to feed into our armed forces it should be quite easy.

The truth thankfully isn’t so extreme. Outside this morass sits an island of excellence with world class research output. And I can tell you Pakistani armed forces benefit from it. For ordinary students to benefit from it, they need top talent.

A lot of good work is happening in Pakistan in the fields of AI, machine learning, and big data.

its not worth reading, it has just 4 pages, it simply states that if a low quality video is fed into an object detection NN model, the results will not be good. i mean, its like saying if a person with a weak eyesight doesnt wear glasses, he/she will not be able to see clearly. its like an assignment report of an undergrad student.

that is why there is a peer-review system in place. and everyone knows which conferences/journals are good ones, and which are predatory and/or crap.

first, its misleading, not all have been retracted due to plagiarism.
second, nust and gik have 3 mentions combined (under plagiarism search), so, again, a misleading tweet, designed to gain views.
third, a lot of retracted (Pakistani) articles also include researchers from china, taiwan, korea etc. its not just a pakistani phenomenon

unfortunately, some chinese do plagarism. Once, a chinese candidate was interviewd with excellant English written thesis, but couldn't speak one sentence, at my uni.

Grammar is switched off on this browser, and even I don't care about coherence and grammar on the forum, @Meengla knows that :P . Also, no spelling is required in speaking and the pronunciation during interview can be ignored considering interviewee nationality.

The thesis is 6 months+ work. Yes, a man can have proof reading and review it several times then polish it before publishing. However, there must be a style and that style must reflect in his speech.
