I think Netherlands did something similar not dams but to divert water to avoid overflow....

Dutch are masters of civil engineering. The Netherlands literally means the "lower countries" because a large part of the country is below the sea level. Good video below explaining how they control water. They have centuries of expertise in controlling the flow of water. We could learn a thing or two from them.

small dams...they have built it and there is a small interview / documentary that ran on it...not 350 mayb but a lot...strange you didnt see one

Yeah let's hope so. Frankly this type of system has existed in Pakistan since the Mughal era. We should use labourers to dig them all over the country.
