What will you do first (key word first) ?

Ok say if I had an authority to make a change in Pakistan. These are just few of the many steps I would like to make.

  • 20,000 rupees of tax imposed for each child born with the first 2 babies exempted
  • Education budget should be around 5% of the GDP regardless of the poor condition of Pakistanis
  • Health budget should be at least 3% of the GDP
  • Defence budget should remain below 2% of the gdp or 8-12% of the total budget (whichever is smaller)
  • Increase the number of provinces from 4 to 28 (or even more) by dividing Punjab in 8 provinces, Balochistan in 6, Sindh for 6, KP for 4, giving official recognition/status of province to FATA, Gilgit Baltistan and Azad Kashmir and possibly divided in 3-4 provinces.
  • It also means raising the number of courts from 5 to 28? High Courts for each province so justice can be served faster, also raising the number of judges in Supreme Court to about 100 or something and of course a lot more work at district level
  • Introduce new structure of salaries for example the salary of the MNA should linked with the salary of college professor, the salary of MPA should be equal to the salary of school teacher. The salary of the Senior Police Officer should be similar to the salary of the district judge etc.
  • Impose agriculture tax on upper-middle/elite class by introducing the law that the first 10 tons of wheat/rice/whatever production is exempted from the tax (for family/relatives) and pay 15% tax for the reminder of the production for each farmer. Imagine you produce wheat worth 10 million rupees, pay 1.5 million rupees in taxes
  • Abolishing all the royalties given to government employees of different sector. For example save 14 billion rupees of PIA by not giving any free tickets to her staff and VIP's. The employees of WAPDA will have to pay the bill of the household and will no longer get free electricity. You pay for what you use - simple as that
The other priorities of course are the electricity, building more n more dams as I feel this is the jegular vein of Pakistan, working on preserving water resources and mineral exploration etc.... I can carry on with such points but then nobody will read this post :)
 
Well..... I believe nothing can be achieved unless some one gets what he deserves. Justice must be served without any discrimination based on wealth, Cast, relation or religion. A culprit must be punished. The reality "O ye Pakistan hai, Yahan sab kuch chalta hai" must be eradicated by forcefully implementing the law.... For economy people ,ruling us, are well aware how they can work to stop the bleeding and loopholes in our system... I am in a logistic company and I know, only under invoicing is costing us billions of dollars per year.... by just making and implementing one simple law that customs will call the manufacturer for price before clearance of goods will save us billions....

i think electricity should be on first priority.it is most urgent need of Pakistanis....industries will start working, people will have their businesses back , brings prosperity and palmy to country , economy will improve , less unemployment etc ....
second should be a good and quick judicial system ...people should get free justice at their doors without delay ..
then police and so on...
i think education is something which should given extra importance , it should have fixed % budget of GDP ...apart from all other issues ..

Judiciary and Law and order will be my top priority.
Justice is the foremost duty of a ruler and the most important right of the Nation.
You get that done and you have a satisfied Nation, the rest follows on.

Good ideas, but I will wait until you decide to start the discussion on actual implementation.

I voted second one now but its not just about police and judiciary but every institution of Pakistan need to be stable and fair ..

I am living in UK so i did not voted in last election but my family members did
Yes I need to get the 2nd option fixed...I am not sure ...basically it should have been called law and order!!

Yea I didnt vote coz my family is abroad too :(

In the world war 2 when England was getting pounded by the NAZIS and whole of the country was in an anarchy and depression,the top officials of England reported Winston Churchill about it.The only thing he asked was: Are the courts in the country still working?and are they giving justice?.If they are there is no need to worry.....The secret behind Western's success is also the best justice system [ they even used the Quran for their law making.please see this 1 minute video
] .Even Quran has given much more emphasis on being 'just' than to to any other thing.Prophet Muhammad said that nations before us have destroyed them selves only because of being not 'just' and punishing the poor and ignoring the offences done by the rich or important people.In my opinion,justice should be the first step to make the path of other reforms smoother.
