Govt implicitly means all parts. Leadership, intelligence and security. Pakistan would have been sanctioned had they found a smoking gun. You are right then the debate here is that he was killed and you can give sure proof because you were there! all done and the world keeps revolving. Then OBL can be added to other mythical beings I call finding Santa Claus next in Much jail.
Did you read the rest of his comments on the state of Pakistan and its relationships with extremist organizations? You know he said it repeatedly when he was President too.
