Regarding HK, the deportation is applicable to all illegal entries - that include indians, or s koreans if they have entered the territories without permits!

From China? Yes. North Korea has China by the balls and China has no choice but to keep shipping food by rail even if North Korea breaks every promise made with China. China will continue to ship oil, money, and food to North Korea after the third nuclear test coming soon too.

From everywhere else? No. The ROK and the US strategy is to keep increasing China's burden of keeping North Korean regime alive to the point that China throws the towel and let North Korean regime collapse.

There are both sides of the coin and the main concern is HK being a tiny place whose medical facilities cannot withstand uncontrolled influx of pregnant mothers wherever they are from!

Do you really want North Koreans to have the freedom of movement? Do you even know what that means? The ROK passport holder can go to the US, Canada, EU, Australia and Japan visa-free. In order word, an unrestricted mass influx of 3rd world looking North Koreans into Germany if these people were given the freedom of movement. The ROK government plans to do this in order to protect both Westerners and North Koreans with this travel restriction, because North Koreans would be driven out of their hometowns selling their homes for a peanut to the Southern vulture capitalists if they too aren't protected from the Southerners while they don't understand the capitalism and the modern economy.

Beside, the ROK government plan also includes a powerful incentive for North Koreans to stay; only the residents of North Korea at the time of ROK takeover who stayed in North Korea will be eligible for the land distribution in North Korea afterward.

In order word, an unrestricted mass influx of 3rd world looking North Koreans into Germany if these people were given the freedom of movement. Are you that stupid? I was talking about freedom of movement within Korea, north and south. And if SKoreans can travel abroad, why should NKoreans under a unified country have not this rights? For me as a former West German and certainly for all East Germans, it's absolutely out of question to grant two different civil rights for one East and West Germany. What kind of justice is that?

What about people - city folks who have no lands anyway - who still want to go to the south and work in Seoul?

Because of equal protection and right. If North Koreans can freely go to South via the freedom of travel, then they cannot be denied the right to the ROK passport, which grants them free-entry to Germany.

What about people - city folks who have no lands anyway - who still want to go to the south and work in Seoul?
City folks also get a share of the area they used to live, which will be smaller in size but much more valuable than countryside per square meter.
