The ROK government plans to do this in order to protect both Westerners and North Koreans with this travel restriction, because North Koreans would be driven out of their hometowns selling their homes for a peanut to the Southern vulture capitalists if they too aren't protected from the Southerners while they don't understand the capitalism and the modern economy.

Are you that stupid? I was talking about freedom of movement within Korea, north and south. And if SKoreans can travel abroad, why should NKoreans under a unified country have not this rights? For me as a former West German and certainly for all East Germans, it's absolutely out of question to grant two different civil rights for one East and West Germany. What kind of justice is that?

Because of equal protection and right. If North Koreans can freely go to South via the freedom of travel, then they cannot be denied the right to the ROK passport, which grants them free-entry to Germany.
