Nomination of DG ISI is my authority: PM Imran Khan says in cabinet meeting today

Imran Khan from day one has been appointing /transferring bureaucrats like a dictator. Commanding promotions and appointments in army, is next phase and was writing on the wall for those who have little bit of common sense.
Last time Zardari did the same, he appointed airforce cheif, naval chief, and tried to bring ISI under civil command.

. .
General Kyani and his brother's.
Any one who believe Australia or part of it is owned by individual /family, has no right to exist.
Before I answer that, why do you think Ik wants to retain HIM as DG ISI ?
US will be unhappy with every DG ISI, but Imran Khan is giving ammunition to US.

.
Army used Sharif family as pet dogs in politics. They did not know they were petting the pigs.

Army should give impression it has distanced itself these pigs. Its no secret Nawaz was let go through a deal which Imran no hand in. It also tried to let go Shehbaz to London which Imran blocked. This gives Maryam a reason to rail against the Army quite unequivocally. So its onus on Army to distance itself from these pigs.

The whole Sharif family should rot in jail.

General Qamar Javed Bajwa will remain as the Pakistan Army chief until November 28, 2022

Till that date 20 lieutenant generals of Pakistan will have retired after completing their service period, on different dates. Nineteen of them had been promoted to the rank of lieutenant general on different dates after appointment of General Bajwa as the COAS on Nov 2016.

The last six generals will complete their terms in September 2022. When the incumbent army chief completes his term in November 2022, Adjudicate General GHQ General Sahir Shamshad Mirza, DG Joint Headquarters General Azhar Abbas, IG Communications General Nauman Mahmood and DG ISI General Faiz Hameed Chaudhry will be among senior most generals.

DearBlacklight! there is no easy answer!

Dear Brother, Answer is easy, if one is ready to put Pakistan first, and not individuals.

Throwing a hissy fit at the change of guard has nothing to do with, who retires when. People come, people go, Institutions carry on, and ones that work well, should not be meddled with at all, it is nothing less than criminal to do so. Wouldn't you agree?

Unfortunately when megalomaniacs put people first, and institutions later, due to their own personal agendas, they mess thing s up royally. Sadly, THIS trait is common in all three, major political parties.

Whatever political party you belong to, you cant dispute the fact that ISI is good, at what it does. On the contrary FIA and IB under civilian control are toothless tigers, and testament to why civilian meddling should be negated in critical institutions.

When people dont like the military meddling in civilian affairs, the same should hold true for military institutions?

Coming back to topic on hand:

1) The issue of appointing DG ISI by PM, has no constitutional backing, it is only out of courtesy. IK should not punch above his weight, and burn the one good thing going for him.

2) DG ISI is only answerable to the COAS or CJCSC, briefing the PM is at the discretion of the COAS or CJCSC.

3) When or if, DG ISI goes beyond defined ROE he can be retired / transferred, and a replacement appointed, without any civilian input, at the sole discretion of the COAS or CJCSC.

People have to start asking why one 3 star, is better than another one?

As to fanboys thinking that their favorite 3 star will one day become COAS, need to understand that a certain academic acumen is also required, to lead, unarguably, the best institution in the country.

Wholly agree on the underlined question, it’s also why I think extensions are pointless and selfish. There are multiple candidates in waiting at all times who are capable of being COAS or DG ISI etc.

But in point number 1, unless I’m mistaken, two rules were made this year about DG ISI’s appointment. It used to be a tradition that the PM was consulted, but I believe that was changed this year to become a rule, that the PM and the President are now directly involved. It might have been passed in one of those ordinances the government loves to use so much.

Did GoP publish this openly? If not, who does this look bad for? I honestly dont think they did, but am always open to correction.

Secondly, aren't Ordinances "supposed to be" legitimized by Parliament within "X" number of days, to retain legitimacy, or can they go on living like Bhutto?

My mistake, it was not a law or ordinance, it was a change in the "Rules of Business". Last amended on the 14th of September, with a very important clause added to the Defence Division:

DEFENCE DIVISION

2. Appointment of, and above the rank of, Captain in the Navy, Colonel in the Army and Group Captain in the air Force, except Chairman, Joint Chiefs of Staff Committee, and the Chiefs of the Army Staff, Naval Staff and Air Staff.

Provided the appointment of, and above the rank of, Lieutenant General in the Army and equivalent ranks in the other Defence Services will be made by the Prime Minister in consultation with the President.

3. Dismissal, otherwise than by sentences of Courts Martial, of Commissioned officers of the Pakistan Armed Forces other than junior Commissioned Officers.

Provided that the dismissal of, or the imposition of any other penalties on, officers of and above the rank of Lieutenant General in the Army and equivalent in the other Defence Services will require the approval of the President on the advice of the Prime Minister vide item 14 of Schedule V-B.

4. Petitions against sentences of dismissal, cashiering, imprisonment of death awarded by Courts Martial to Commissioned Officers of the Armed Forces of Pakistan (other than Junior Commissioned Officers).

Provided that petitions against the sentences of dismissal or any other penalties awarded by the Courts Martial to Commissioned Officers of an above the rank of Lieutenant General and equivalent ranks in the other Defence Services will require the approval of the President on the advice of the Prime Minister vide item 15 of Schedule V-B.

These rules are a bit of a grey area in law in my understanding, last time we had the extension issue originating from these rules, SC ordered the govt to make a law, draft the bill and pass it via parliament.

This government would probably not be up to the task of doing that again, they're usual modus operandi is to run stuff via ordinance until they run out the clock, any contentious law making has required the establishment and the party whip in full swing, the former is stepping back now and the latter is woefully insufficient.

In the absence of a law passed by Parliament = ?
Has anyone told IK:

1) He does not have a leg to stand on?
2) Do not invite a bull into a China shop?
3) Do not needlessly rock the boat?
4) Focus on real issues, like the economy!

Create issues out of non-issues. Deflect public's attention from real issues. Who is advising IK, Calibri queen?

IK is like every other useless politician, doing what’s in his interest first.

What’s really interesting for me to find out is why he had to go down this path. Was he partial to the ex DG ISI for his political support, or some other personal reason? I guess we’ll know given enough time. Either way, this whole fiasco was supremely unnecessary.

4 pages of people going gaga on this will happen, that will happen because IK tried to punch above his weight.

Guess what? Nothing is gonna happen, keep dreaming.

Disagree. He’s a goner, he may last till the next election, but that’s about it. Even know the only thing keeping him in power is that the alternatives are missing, consensus is not reachable etc. Just because he isn’t gone yet, doesn’t mean he isn’t a goner.

The army can’t accept N league led by NS types, the opposition don’t want to seize power just yet, etc.

But just to remind you and all readers. IK’s governing coalition is made up of various other parties’ turncoats within PTI, establishment types, Jahangir Tareen group, Q league, and MQM.

One signal from the establishment, and all of the above will run for the hills, Imran would not survive a no confidence vote. It’s just at this time, nobody can reach a consensus, and nobody wants to govern with a half baked coalition, especially as economic conditions will stay bad till 2023.

To be honest, we have been hearing these rants even before the day IK had sworn in. At least now it got updated to "IK will complete his tenure and that would be it."

We'll see what happens in 2023 elections.
