Pakistans budget must accommodate a lot more fighters than the Norwegian budget,
Air Force Budget / number of fighters, and suspect Norway will be higher.

Expand on the F-35 part, it wasn't even backed by a single statement or argument. Other than the same old "cost" argument. If we can't afford an F-35, we can't get afford any next-gen fighter.

Thats not necessarily true, we still operate the F-16's frontline.

I will not completely roll out of possibility of F-35 possible sell to PAF in coming decade .. but i dont see it happening before 2025..

Pakistan is going to have to face the reality that it can't match India in the air, and the arrival of S-400 will further cement their air superiority.

How does Pakistan counter this??

With a Chinese S-400 equivalent.. China bought the system too..rest assured they will improve it and make an export variant.. HQ-9 or HQ-22 will do just fine for now..It is that simple..
As for the Hypersonic delivery systems/missiles India is working on .. one can rest assured that Pakistan is working on the same technology too..and China is well ahead in these systems..
Also people were saying the the J-20 won' be ready before 2030 _less or more_ and yet it was inducted and has entered mass production phase in 2016.. one can assume hat the J-31 will be available much sooner than "expected ", and that they will both be improved through time..
This is apart from the Pakistani opportunities to get F-16s and Mirge-2000 5 and 9 in good numbers..
The SU-35 issue is with the numbers.. it was said that Pakistan wanted 6, and Russia might have refused that, so the last news we've heard were that PAF was waiting for a budget to be set by the Government considering a higher number of the fighters..

if the Russians play ball and hand over full technology on PAK FA india will finance the FGFA which is a PAK FA fighter airframe but with a newer 3DTVC engine and French Israeli avionics added in cockpit. The cost has been quoted at $5 billion with indian financing 50%... This deal is not certain to happen , India will not buy the current PAK FA they are not convinced of its full stealth capability.

if India & Russia disagree IAF will add more rafale F3 fighters as interim measure upto year 2025 , Beyond this point india will look at either F35 IF THE usa/india strategic relationship continues to gather pace. OR the Indians having learnmd their lesson on Tejas my well enrol a partner for joint development of the AMCA with likes of Dassult or Sweden saab or even Lockheed Martin as partrtners.

Indian Navy will be choosing between Rafale or F35 AS their future carrier fighter to replace the MIG29K but not until post 2025

TO SUMMARISE INDIA will not have ANY fifth generation fighters until 2025 at least.

I WOULD BE SHOCKED at either PAF or IAF achieving this before this date
