Vlad Tepes (Dracula, son of the dragon) was brought to Istanbul as a kid to learn the Turkish culture, Islam and millitary tactics as a deal between the sultan and the father of Vlad. When he was sent back to be a ruler of one of the Ottoman vilayets he rebelled against the Ottomans. Since he knew the Turks verry well (culturally and millitarally) he was verry succesfull against the Turks.
At the end his head ended on a stick on a bridge in Istanbul. Thats pretty much the connection between Dracula and the Ottoman empire.
