There is a huge list. Once a PIL is filed re: the exact case in which they are framed, it can no longer be ignored.
Of course a separate bail application is required with respect to the PIL.

Dude, PIL is a public interest litigation. It is for general public interest. PIL in individual cases for the benefit of individuals accused will not be entertained by the courts. They will just send you to the lower court and ask you to file for anticipatory bail before the High Court or prove your innocence.
PIL can be however filed to investigate leaders of the BJP who did the provocative sloganeering if their names have not been included in the chargesheet.
