The National Bank of Pakistan (NBP) has been fined more than $55 million by United States authorities for anti-money laundering violations and for repeated compliance failures, it emerged on Thursday.

The Federal Reserve Board announced a $20.4m penalty against the bank for anti-money laundering violations. According to a press release issued by the Fed, it would also require the bank to improve its anti-money laundering programme.

The Fed went on to say that NBP's US banking operations "did not maintain an effective risk management programme or controls sufficient to comply with anti-money laundering laws".


It added that the action was in conjunction with an action by the New York State Department of Financial Services (NYDFS), which imposed a penalty of $35m for "repeated compliance failures".


NYDFS Superintendent Adrienne A. Harris announced that NBP and its NY branch had agreed to pay the penalty.

“The NBP allowed serious compliance deficiencies in its NY branch to persist for years despite repeated regulatory warnings,” a press released quoted Harris as saying.

It added that after investigations by the NYDFS and the Federal Reserve Bank of NY in 2014 and 2015, the NY branch was found to have "inadequate Bank Secrecy Act/Anti-Money Laundering (BSA/AML) compliance programmes, serious issues with its transaction monitoring system, and significant shortcomings in managerial oversight”.

Enforcement action was taken against the bank in 2016 in the form of a written agreement in which the NBP acknowledged the oversight and compliance deficiencies and agreed to remediate them, the statement said.
However, the branch's condition and its risk management and compliance programmes continued to deteriorate.


"These continued failures revealed that the branch’s senior management were unwilling or unable to promote a culture of compliance, adequate resources were not provided for compliance programmes, and the bank failed to adequately supervise the branch by allowing problems to worsen year after year. The conditions at the branch demonstrated severe weaknesses, and unsafe, unsound conditions requiring urgent restructuring," the press release said.

It added that under the settlement reached, the NBP would be required to create a written plan detailing enhancements to the policies and procedures of the bank’s BSA/AML compliance programme, its Suspicious Activity Monitoring and Reporting programme and its customer due diligence requirements.

"Additionally, at the department’s discretion, the bank may be required to engage an independent consultant to conduct a comprehensive evaluation of the bank and the branch’s remediation efforts — an evaluation that could lead to the imposition of a full monitorship," the statement said.

At the same time, the NYDFS also acknowledged the bank's cooperation with the investigation and ongoing remedial efforts.

Agree, Strict actions are required.

They are just taking everything casually as they did routinely in Pakistan.
Their stance is like, 'Kuj nai honda ALLAH khair kare ga'. and miserably failed to perform their day-to-day duties/operations in reference to SOPs. Every place is not Pakistan, countries have their own laws and system.

Anti-money laundering violations: US slaps Rs9.69 bn fine on Pakistan state-run bank

ISLAMABAD: The US’s Federal Reserve Board on Thursday announced a $55 million (Rs9.69 billion) penalty against the National Bank of Pakistan, operating in the United States and headquartered in Pakistan, for anti-money laundering violations. The Board will also require the firm to improve its anti-money laundering programme.

It is the second Pakistani bank which had come under scrutiny. It was announced when the Financial Action Task Force (FATF) was evaluating Pakistan’s compliance on money laundering and counter-terror financing in its ongoing plenary meeting in Paris.
According to the announcement, as detailed in the consent cease and desist order against the National Bank of Pakistan, the firm’s US banking operations did not maintain an effective risk management programme or controls sufficient to comply with anti-money laundering laws. The Board’s action is in conjunction with an action by the New York State Department of Financial Services.
In its detailed version, the Federal Reserve Board stated that within 60 days of this order, the bank and the branch shall jointly submit a written programme acceptable to the Reserve Bank and reasonably designed to ensure the identification and timely, accurate, and complete reporting by the branch of all known or suspected violations of law or suspicious transactions to the law enforcement and supervisory authorities, as required by applicable suspicious activity reporting laws and regulations.
In addition, the programme shall include the items, such as a well-documented methodology for establishing monitoring rules and thresholds appropriate for the branch’s risk profile, which considers factors, such as type of customer, type of product or service, geographic location, and foreign correspondent banking activities, including the US dollar clearing activities and policies and procedures for analysing, testing, and documenting changes to monitoring rules and thresholds. This reporter tried to get a version from the NBP but got no response.

2. Ministry of Finance( during Asad Umar tenure )Qualification criteria was relaxed from Master to Bachelor.
3. Qualification of Mr.Arif Usmani is B.A physics which is not relevant to banking and to the advertisement.
4. FBR unearthed offshore Assets worth 1.8 billion stashed at Citi Trust, Jersey which is known to be a haven for money laundering.

The President NBP is a family friend of the then Finance Minister Assad Umer and was assured of a job even before applying for the job.

Fine was imposed before mosow visit.

I have seen N league and hindutvadis on the same page on every issue related to Pakistan. Every tweet against IK and army by Maryam safdar is picked up and made news by india.

If this isnt hybrid war, what is?
