Not necessarily. It's easy for Turkey army to steamroll Syria army considering Turkey army has state of the art military hardware and Syria army has obsolete military hardware, however occupying Syria would be a pain in the arse. ATGM make tanks easy targets. Just ask Saudi and UAE armies in Yemen.
