What you have proposed belatedly for an united Pakistan was proposed by the Bangali PM of Pakistan, Mr. Mohammed Ali Bogra long time ago. It was a balanced approach that was needed for a very unique kind of country separated by 2000 km. But, the west Pakistani leaders always preferred to get SOLA ANA.
This is why Khwaja Nazimuddin of Bengal was sacked from the Prime Ministership. After the death of Quaed-e-Azam, he was elected to the ceremonial post of the Governor General of Pakistan, but he then came down willingly to the executive post of PM so that he can do some job for the country. He promoted Golam Muhammed as the GG. But, this power hungry west Pakistani sacked his own mentor. This was the very starting point of undoing an united Pakistan.
About Mr. Alam, he was from Dhaka. Bihari or not I do not know, but he was born in Calcutta before partition and his family domiciled in Dhaka. Bihar was always a part of Bengal in the historical times. So, your distinction is not valid. After the 1971 war we wanted the Biharis to be citizens of BD, but many of them preferred to remain Pakistani citizens until 2008. Now, they are Bangladeshis.
Please read the wikipedia below to know about him. You will come to know how and why he was treated badly during the 1971 war and why nobody ever heard the name of Bangali Alam in that war.
In the 1965 war, we were also part of Pakistan and we feel proud that many Bangali soldiers laid their lives in that war. However, you guys seldom mention this. East Bengal Regiment received the highest number of medals for bravery in that war.
You also do not care to know that many thousands Bangali Mujahedins were killed in the fight against Sikhs and British in Balakot, the battle being led by Syed Ahmed Berelvi. You can read their names and birthplace in the grave marks even today.
You guys are the self proclaimed martial people who do not see bravery in the short statured Bangalis as if bravery is your monopoly. You may be taller than us, but that does not automatically make you braver than us.

Service during Indo-Pakistani War of 1971
During the Indo-Pakistan War of 1971, all Pakistan Air Force pilots of Bengali origin or born in Bengal were grounded to reduce risk of Pakistani aircraft being defected to India. Thus, Alam was posted to a staff position and did not fly in combat. In 1979 he went to Afghanistan to advise the Mujahedin.[5]
