If you want to create an national identity then get rid of minority label. India is moving in the right direction in this regard. There are many problems and hurdles though.

there are some unique issues faced by minorities(religious/linguistic/ethnic) and govt should have a ministry that looks into such issues.
Minority status should be based on state and not based on whole country, and states should have minority affair ministry too.
For example muslims are not minority in Kashmir or christians are not minority in nagaland. Many states have linguistic/ethnic minorities due to the way state borders are drawn who face problem in maintaining their culture/tradition/language.
