ISLAMABAD: The Pakistan People’s Party (PPP) and the Muttahida Qaumi Movement (MQM) agreed on a formula for the implementation of the local government system in Sindh after President Asif Ali Zardari intervened on the matter, DawnNews reported on Tuesday.

A draft law was being prepared and a notification on the system was expected to be issued today as the Sindh Local Government Ordinance 2012.

The new system would be implemented in Karachi, Hyderabad, Mirpurkhas, Larkana and Sukkur.

Sources have said that the Local Government Ordinance Act 2012 was a revised version of the Local Government Ordinance Act 2010.

The matter had been an issue of contention between the MQM and the PPP and the two allies had held more than a dozen meetings to resolve the issue.

The two parties developed consensus only after President Zardari issued instructions for the preparation of local government elections.

According to the new system, the appointment of administrators would be on a political basis whereas district coordination officers would be posted along with commissioners within a division.

APML welcomes local government polls announcement

KARACHI: Gen (r) Pervez Musharraf-led All Pakistan Muslim League (APML) on Tuesday welcomed the announcement of President Zardari for holding local government (LG) elections. In a statement, APML spokesperson Aasia Ishaque said that the announcement had proved that the LG system introduced by Musharraf was more better for people. She said that Musharraf’s policies would have been in favour of country and it had been on track of real development if rulers had continued those. She said that Punjab government had launched baseless propaganda against the local government system and they alleged that nazims had embezzled millions of rupees but they (Punjab government) failed to prove even corruption of a single penny in this regard. She apprised that common people got unlimited benefits through the local government system of Pervaiz Musharraf and problems were resolved at their doorsteps. While, in this (current) setup, people are running behind the members of Parliament for the solution to their problems but they are not in approach of common people, she added. She said that APML was preparing for general election so that government should hold this as per schedule as APML could contest and win election for the service of common people. staff report

KARACHI: The Pakistan People’s Party (PPP) and the Muttahida Qaumi Movement (MQM) failed to bring an ordinance on Tuesday regarding local government system in Sindh due to “technical reasons”, amid serious objections from allied parties – the Awami National Party (ANP) and the Pakistan Muslim League-Functional (PML-F).

Both the parties continued deliberations on draft of the new local government ordinance until late on Tuesday during their separate and joint meetings held at the Chief Minister’s House and Governor’s House.

The MQM was optimistic about a formal announcement on the LG system and issuance of an ordinance in this regard until Tuesday evening. It was the reason that Sindh Governor Dr Ishratul Ebad told the media that the matter had been resolved and both the parties will make an announcement jointly soon. The PPP leaders were also mentally ready for issuance of an ordinance until Tuesday evening. The PPP had also assigned Khursheed Shah instead of Sindh Chief Minister Qaim Ali Shah the task to finalise the matter.

Official sources told media that issuance of an ordinance had been postponed until Wednesday evening due to some “technical reasons”. However, the announcement was postponed after strong opposition from two other allied parties – the ANP and PML-F. ANP’s Zahid Khan and PML-F leader Pir Pagaro’s told the media they had not been taken on board regarding the LG system, therefore, they will not support if any announcement is made or ordinance issued in this regard.

PPP leader Pir Mazharul Haq contacted PML-F leader Imtiaz Shaikh and assured him that any decision or announcement about the issue will be made after taking the PML-F into confidence. Earlier, both ANP and PML-F had been strongly opposing the revival of LG system introduced by Gen (r) Pervez Musharraf, and publicly supported enforcement of old commissionerate system in Sindh.

Sources claimed that after promulgation of the new LG system, city district governments would be established in five cities, including Karachi and Hyderabad. The new ordinance envisions the restoration of 18 towns in Karachi and establishment of city district governments in Karachi, Hyderabad, Sukkur, Mirpur Khas and Larkana, to be managed by mayors and deputy mayors instead of nazims and naib nazims.
 
Shahbaz says he can go to nine-zero,meeting with MQM a ‘right’ step

LONDON: Punjab Chief Minister Mian Shahbaz Sharif has hailed the meeting between Muttahida Qaumi Movement (MQM) and Pakistan Muslim League-N (PML-N) as “a step in the right direction” for a national agenda that Pakistan urgently needs to deal with its mounting problems.

Shahbaz Sharif told The News/Geo TV in an interview in London: “This meeting is a good start but all of us need to sit together to find national solutions to save the Pakistan of Quaid-e-Azam and Allama Iqbal. Our personal preferences and dislikes in this matter should not count.”

When asked if he will accept MQM’s invitation to visit Nine Zero, the party’s headquarter in Karachi, Sharif hinted that it may be possible. “They (MQM) can come to 96 Model Town, we (PML-N) can go to 90. There is no ego involved here.”

Sharif was bemused by Pakistan Tehreek-e-Insaf leader Imran Khan’s claim that PML-N and PPP had formed a pact for the next election. Without naming Imran Khan, Sharif said that this claim comes from a man who doesn’t criticise the PPP-led set up, cannot see corruption of the government, doesn’t raise the issue of National Reconciliation Order (NRO), supports a corrupt government. “It’s unfortunate that all his attention is focused on PML-N because he is supporting a corrupt government indirectly. He is telling the people of Pakistan that Asif Ali Zardari and his team are angels and they need to come back for another go at power. He is truly a friendly opposition, not us.”

On the issue of local bodies election, Sharif said that the government was bringing up this issue as a dirty trick with manipulative political motivations and is insincere when doing so. “It’s not only Punjab, there have been no local bodies elections anywhere in Pakistan. We are in favour of local bodies elections but under Pervez Musharraf’s disastrous devolution plan, which had no accountability, there was no audit. We have corrected parts of it and currently the house committee is discussing the bill in the assembly.

He said, “We have said for a long time that the current government has given us nothing but unemployment and despondency and the latest hoax they have come up with is nothing but gimmickry. Corruption of billions of rupees was committed in local bodies election but there was no one to support me when I initiated crackdown against corrupt practices which is why I say we need general elections as soon as possible.”

On formation of new provinces, he described the national commission on provinces as a “joke”, which shows “malafide intentions” of President Zardari’s-led government. “Zardari is master of commission mafia. Why doesn’t he form commission on scandals such as Rental Power plants, NICL, drugs case, loot of national exchequer, PIA and the Railways. There should be a commission, which aims to put an end to national corruption, but no one speak about that.”

He said new provinces should be formed on the basis of administrative needs and it was PML-N, which first of all demanded restoration of old status of Bahawalpur. “After 1 unit broke down and 4 provinces were restored, why wasn’t Bahawalpur restored to its original status?” he added.

After the general election, Shahbaz said Pakistan would need a strong opposition able to hold the government accountable, which could stand for truth. “Pakistan’s situation demands a strong government. It is important that all parties sit together and find a national agenda. Like any civilized society, we need a national agenda that should be not be disturbed no matter who comes into power. Pakistan is faced with its history’s worst ever corruption, mis-governance, loadshedding and terrorism. No single party can deal with these challenges, therefore we need a collective wisdom to overcome our problems,” he maintained.

When asked if he would form an alliance with the likes of PML-Q, PTI and other parties currently supporting the PPP-led set up, he laughed it off.

Shahbaz Sharif ruled out forming an alliance with PML-Q and said the party was no more an independent entity but a “sidekick” of the PPP. He said, “We are ready to accommodate anyone like-minded and we have taken steps in this direction, we have reached out to many parties, including Jamaat-e-Islami and MQM. We are positive that an alliance of right-minded people will be better for Pakistan with collective strength and wisdom.”

Speaking about the rise in sectarian violence in some parts of Pakistan, the chief minister of Punjab lamented that both the killers and the victims were Pakistanis and believed in the same tenants of Islam. He said, “Pakistan was certainly not made for such kind of mindless violence.

MQM chief refers to Islamic teachings to emphasise religious tolerance

KARACHI: In light of the recent sectarian violence, the Muttahida Qaumi Movement chief, Altaf Hussain, clarified that he is not fighting for the Shias or the Sunnis but for the respect and protection of every religion according to the teachings of the Prophet Muhammad (PBUH).

Altaf was speaking to the clerics of the newly established Muttahida Bainul Muslimeen Forum, which aims to promote religious harmony. The forum held its first session at the party’s Karachi headquarters Nine Zero on Tuesday. According to a statement issued by the party, Altaf said that Prophet Muhammad (PBUH) did not teach to slaughter those who follow a different faith. Islam’s image was being ruined because of “some extremist elements”. Not only are these elements targeting non-Muslims, he said, innocent Muslims are also being killed for their Shia faith.

“At several international airports, as soon as they see a Muslim name, they start making separate lines for passengers,” he said. “We do not want that someone who follows a certain sect or school of thought should have to leave it and adopt another. We only want that people of all faiths respect others and leave the question of hell and heaven to God.”
He said that if his efforts could result in the safety of innocent people – regardless of their faith – then he would consider that Prophet Muhammad’s (PBUH) teachings had been implemented.

Expressing concern over the hateful and inflammatory language used against non-Muslims in Pakistani school curricula, he cited a recent National Commission of Justice and Peace report on the subject. “We need to think that if the school curricula include such hateful material then what impact will it have on the minds of our children?”

He paid tribute to the members of the Muttahida Bainul Muslimeen Forum and hoped for their success. The forum was constituted last weekend after Hussain delivered a speech at a meeting of clerics in Karachi. Over the past couple of weeks, Altaf and the MQM have taken a strong public stance on the spate of killings of Shias and the oppression other religious minorities
 
MQM accused of protecting property tax dodgers

ISLAMABAD: The Muttahida Qaumi Movement (MQM) is allegedly sheltering defaulting tenants in Karachi while barring the authorities from evicting defaulters occupying state property valued at billions of rupees, a top government official revealed on Tuesday during a meeting of the Public Accounts Committee (PAC).
The issue came to light when the director-general of Commercial Audits and Evaluation, Karachi, informed the parliamentary watchdog that EOBI was not recovering millions of rupees in rent from occupants living on its properties.
According to the auditors, the defaulting tenants were owners of famous brands such as All About You, MAC Point, Valor Jeans, M/s Fashion 2000, M/s Kanan, M/s Imran Brothers, M/s Tana Bana, Imran Yousuf and Iqbal Yousuf. The auditors added that chances of recovery were weak due to multiple factors.
The DG and investment adviser of the Employees Old-age Benefit Institution (EOBI), Wahid Khursheed Kunwar, claimed that the MQM’s sector in-charges were interfering in the eviction on behalf of the defaulters.
However, Kunwar, who holds the second most senior position at the EOBI, clarified that MQM parliamentarians were not involved. Kunwar said EOBI teams were harassed by MQM party workers during operations, adding that the value of property being occupied by the defaulters was around Rs4.41 billion.
When asked by Rukhsana Bangish of the Pakistan Peoples Party (PPP) on who was preventing EOBI officials from shutting down shops belonging to the defaulters, Kunwar said he was unable to divulge details at the meeting.
Turning down Kunwar’s pleas, the committee directed the EOBI official to recover the outstanding amount within 15 days and report back to the PAC. “The PAC is not concerned about what is happening in Karachi and who is protecting these people. What it wants is the recovery of the amount,” said PAC acting chairperson Yasmeen Rehman, who was chairing the meeting in absence of PAC chairman Nadeem Afzal Chan.
According to a report of the director-general of commercial audits, EOBI officials were equally responsible for the unpaid bills. However, the report did not clarify whether the EOBI was not performing its duties under pressure from political quarters. Interestingly, the departmental accounts committee (DAC) has recommended in the past to have the money written off from the Board of Trustees at EOBI.
In 2009, the Board of Trustees sought a report explaining what had been done to date to get back the money. The DAC had, in its May 2012 meeting, asked the EOBI to recover the money through land revenues, however, no such efforts were made, the report states.
In another DAC meeting held in August 2012, the EOBI did not place the audit objection for consideration of the DAC, signalling the involvement of EOBI officials.

Governor Ibad signs Ordinance for new Sindh local government system



KARACHI: Governor Sindh Ishratul Ibad has signed the Sindh Peoples Local Government Ordinance, immediately bringing into effect a new system for governance in Sindh, Express News reported early Friday morning.
Earlier, Chief Minister Sindh Qaim Ali Shah had signed a summary for the Ordinance and dispatched it to the Governor House.
The move comes after a marathon 11 hour meeting between representatives of the Muttahida Qaumi Movement (MQM) and the Pakistan Peoples Party (PPP) who had seemingly finalised and then came unstuck on some finer points of the new system. However, sources told Express News that both the parties have agreed to resolve some of those finer points at a later date and bring them into effect as and when they are finalised.
Earlier, it had been reported that after hiccups, the two allied parties had finally agreed on a new local government formula.
Sindh Information Minister Sharjeel Inam Memon had told the media that PPP and MQM have evolved a consensus on the new local government system and an ordinance to bring the new system in to effect would be issued within a few-hours after resolving finer points.
Talking to media after attending the meeting of both the coalition partners (PPP-MQM) at CM House on Thursday, he said that government has consulted with PML F, PML Q and ANP and cabinet members would also be briefed on it.
There were reports that the new local government system would be named as “Peoples Metropolitan Corporation 2012” and metropolitan corporations would be setup in five divisions of Sindh including Karachi, Hyderabad, Sukkur, Mirpurkhas and Larkana. Meanwhile, there would be district councils in the rest of Sindh. Mayors and deputy mayors would head the metropolitan corporations and chairman and deputy chairman would tend to the affairs of district governments.
Chief metropolitan officers would also be appointed who will share the powers with commissioners in the metropolitan city, while commissioners and deputy commissioners would continue looking after the revenue and law order situation. The eighteen defunct towns of Karachi are also likely to be revived while the five districts would continue in order to ease the administrative affairs.
The leaders of both the political parties called it their success but avoided to further brief about silent features of the ordinance, which according to them would be issued shortly.
Meanwhile Sardar Ahmed, parliamentary leader of MQM in Sindh Assembly said that they would not leave CM House till the finalisation of ordinance draft. He avoided shedding light on it, but added that it would be a unified system seemingly because MQM is against the division of Sindh.
The reports pouring in from CM House said that political administrators would be appointed in all the towns and metropolitan cities who would perform the role of mayors till the local government elections are held.
Chief Minister Syed Qaim Ali Shah, Governor Sindh Dr. Ishtat ul Ebad Khan were also attended the hours long meeting. Farooq Sattar, Babar Ghauri, Wasay Jalil, Dr. Farukh Naseem, Kanwar Naveed Jamil were among others who represented MQM. While Agha Siraj Durrani, Ayaz Soomro, Murad Ali Shah, Rafique Engineer, Sharjeel Memon and Pir Mazhar ul Haq of PPP took part in the meeting.
Earlier, an framework agreed upon by the PPP and the MQM ran into snags when other parties such as the ANP and the PML-F raised objections to some aspects of the proposed system.
