Actions happening on fronts have collateral damage, it happens on both the side of border. India has reduced this damage on it side by ensuring proper shielding as we as have migrated population from the hot zones.

In 90's and even in early 2000 our tv channels use to constantly report about the affect of shellings on locals, like how you see now days in your media. But things have now changed for betterment, yet we do have similar reports sometimes. Anyway any loss of life is a great loss and every possible steps should be taken to reduce this kind of long term losses.

Firstly its not that your Govt is deaf,dumb and blind. Secondly ISI is known world wide for its strenght in creating fundamentalist jihadis. Secondly there has been ample evidences shared both directly as dossiers and as well as indirectly via various information channels. But govt acts on them based on what suits them best. Hence a large scale international pressure model has been pushed forward so that govt takes actions. FATF is one such move where pakistan is forced to cult down sources of funding them.
