The local trade association estimates that more than 400,000 vehicles suffered water damage in last month's flood in Zhengzhou, China. Photos show one of the lots where damaged cars have been towed. Row after row of cars, many of which will need to be discarded entirely, sit to wait out their fate.

Flooded cars can also be exported. Many countries allow flooded cars to be sold.
These cars will be recycled and exported to Algeria, Ethiopia, Vietnam, the Philippines, Cambodia, Myanmar and Laos. The industrial chain of China's second-hand car export is very complete.
Just there are more goods this time.

Modern cars flooded are useless, too many electronics and sensors. Not worth ripping off the whole car.

Unfortunately they aren't going to be marketed as flood damaged cars when they are unloaded in 3rd world countries on the cheap. Plus they'll make sure the non-Chinese models are sent to markets that Chinese car makers are trying to enter to give their competitors a bad rep.
