Why the high IQ Vietnam cannot build a good country? Why east Asia is east Asia, but South East Asia is South East Asia? Vietnam is too greedy on SCS oil and resources, they got feed, so they don't want to worry about the future. Vietnam already messed up everything, they are competing for worlds' "highest IQ" with Indians.

No special methods. Fish cannot live in a 100% pure clean water, so is a country. More or less, nepotism and collusion could happen in any countries in the world, but everything has a degree. If Japan bought Diaoyu / Senkaku Island from a private ownership, then China can buy the whole Diaoyu / maybe half of Diaoyu Island from Japanese government. Of course you can send one of your richest man as the representative and he can act as a private person (not act as China government representative). Well both will happy. China get Diaoyu or at least half of it, Japan get money to pay their huge loan. The conflict end, no bloodshed. It is better than you attack and capture Diaoyu with force. In contrary, I know a bit about history. The problem is that Japan is different now. They are a civilization who has already lost and forget about who they were. You can find Otaku, Hikikomori, and even Underwear Pervert in Japan, but you won't be able to find any "True" Samurai there now. So Basically Japan is already lost. They are no longer the powerful Japan who invaded Korea in Hideyoshi era. They are not even the super power Japan in WW2. Their mentality has changed.
