Kursk in Russia is an ancient city best known for the defeat of Adolf Hitler's army in 1943. Now, it has a special India connection. Abhay Kumar Singh, who hails from Patna, Bihar, is a lawmaker in Kursk city assembly.

He won the provincial election on a United Russia party ticket as a deputat -- parallel to an MLA in India. Russian President Vladimir Putin's United Russia has been in power in Russia for over 18 years. In March, it swept the polls winning more than three-fourth seats in the federal assembly.


His Facebook updates reveal his increasing political inclinations since 2015. In April last year, Abhay Singh officially became a member of United Russia party. Within no time, he is a deputat Kursk city assembly.



Abhay Singh completed his school education from Loyola High School in Patna and went to Kursk, the administrative city of the province to study medicine in early 1990s.

After graduating from the Kursk State Medical University, Abhay Singh returned to Patna to practise as a registered doctor. Things did not work out the way Abhay Singh wished. He went back to Kursk and entered the pharmaceutical business.

Soon, the Patna boy became a known business personality in Kursk overcoming all obstacles being a non-white foreigner he found in his way. After pharmaceuticals, Abhay Singh tried his hands in the real estate sector.

Abhay Singh first struck high political notes in 2012 when the then Indian ambassador to Russia Ajai Malhotra inaugurated the Uralskiy Trade Centre located in the heart of Kursk city. Abhay Kumar Singh owns the mall.

With success in business, Abhay Singh involved himself with local affairs and engaged with local Russians. But he has maintained his India connection. On International Yoga Day in 2015, he "organised the first International Yoga Day in Kursk" posting photographs on Facebook.

Aren't Biharis regarded as dumb people in India...like the Pathans are in Pakistan?
On the contrary, highest number of bureaucrats come from Bihar every year. Bihar tops the chart with the number of civil servants they produce. Just that their mannerism is considered pooh pooh by certain class of so called high society people. They sure aren't dumb, even a common Bihari is very adept in politics and usually succeeds in whatever thing he puts his mind to.

wrong the bureaucrats ratio is as per the state's population ratio, some states do punch above their population ratio but highest no. of bureaucrats as well as military officers comes from UP only.

I am pretty sure She is He ... and he specifically mentioned bihar state. They do punch above their weight but so does dozen another states volume wise it will always be UP whose population is more or same than pakistan.

the rest of India sends much more bureaucrats than UP Bihar combined UP Bihar population is around 350 million rest of India is 1 Billion. The bulkiest block of headstrong babus comes from southern so does scientists.
North India is good in number unlimited supply of obedient troopers & laborers

So a minority is basically ruling the majority in India?

350 million have subjugated a billion people. Thats quite an achievement even though UP is most poverty hit and needs Engineers and Doctors from South to compensate the human suffering.

Its not like UP Bihar dont have sharp people the fault lies with the politics, local politicians build their career on cast/religion politics so development takes back seat, on the other hand South is divided more on linguistic basis so people speaking same language sticks together.
UP Bihar as per their population ration has highest no. of people in any area IIT, AIIMS, IMA but the local conditions are pretty bad due to politics.
UP & Bihar do have more than 100 parliament seats combined for majority only 172 more is needed so yes in govt. UP & Bihar will always get lion share.
Subjugated is a wrong term, UP Bihar Bengal people generally are not respected in India as rest of India is a generation ahead in development from these underdeveloped states.

Quite the opposite!
They are clever as hell! Also, you cann't beat a Bihari when it comes to dedication and hard-work. They are quite a bit of practical folks. Government jobs and bureaucracy is dominated by them. They are kings of 'cracking exams'. Subverting systems and finding loop holes. They are also not shy to take up any job or business for their betterment. There is a reason why they are disliked in many states in India, they dominate whatever business and jobs are present there driving locals out of competition.
