1. It is practically impossible to deceive military because they are very technically literate people and their lifes and fulfilment of a mission depends on the characteristics of weapons. Integrated circuits, GPS, internet, radars, all this and many other things were developed first for military purposes.
2. In reality there is a very small difference between hi-tech military and hi-tech civil products. Both define national security and national pride. Both are extremely expencive in development and production. Both significantly push science and a great bunch of technologies. Both need significant development of infrastructure. Sale of both is closely associated with the policy. In practice both define policy. Profit from the sale of both may be not evident. Examples: just compare a spacecraft and a fighter jet with all armament.
There is a kind of products that uses already developed technologies (initially intended for hi-tech military and civil) for less expencive civil or military products. For example: i-phone and Kalashnikov AK. Both are cheap, both are easy to sell. Both are in great demand in the world. Profit from the sale of both is huge.
The success of a nation is in ability to adapt the bunch of technologies from hi-tech products in that simple cheap products. Successful adaptation brings to the nation a lot of money, which then can be used for development of the next generation products.
The problem with the USSR is that it was not successful in this adaptation for the following reasons: ban of small and medium businesses, sometimes paranoid level of secrecy. That is all.
From the Russian point of view Ukraine still now has all infrastructure to continue developing of hi-tech products.
