There is a role of India against Pakistan and always will be. But unlike you Indians are not dumb enough to be attacked by their own weapons. Taliban was created by Pakistan yet they are killing only Pakistanis and not a single Indian.
The USA exploited Afghans to use them as a weapon against USSR. The Pakistanis being the dumb idiots jumped into the fray thinking they will make political gains. US won, Afghans won and Taliban was created by Pakistan and the rest is history.

To do assymetric war against India, they have to be physically present inside India. We have put every effort into making sure that your hardy mountain men will stay confined to your mountains. They cannot infiltrate in sufficient numbers to wage a succesful assymetric war. Of course, a handful could and do infiltrate now and then, and do a terror attack like 26/11. But with our electrified borders, and the most sophisticated border management system on earth, their activities will all be confined to within Pakistan.And why should they cut ties with assets that have deniability ? We need to face the fact that if Pakistan and India ever get into a conflict situation Pakistan will have to fight an asymmetric war to counter India's edge in numbers and technology. And these mountain men are about as good as you can get when it comes to asymmetric warfare. We will eventually need them and don't forget that once all is said and done they are still our people.

The economic damage caused by allowing a chaotic and lawless region to exist far exceeds that amount the Pakistani Army would have to spend to expand its size by another 50,000 soldiers, if you really think additional manpower is needed.
