Simple PAF would partner with allies... Egypt,Qatar have conformed orders where as Malaysia, Kuwait, KSA and UAE are looking into finalising a deal. Hence if PAF is willing to purchase considerable numbers then PAC would be manufacturing these in Pakistan for domestic and others.

One more important thing is the JF-17b (twin seat) is powered by the same Snecma M88 engine which Rafale uses so it would also play an important role.

As long as India makes money out of it no problem with it. There is nothing much pakistan did with nukes and few more f16s is not going to make difference.
On the one hand stmt ridicules India but on the other hand shows sheer desperation to get the contract. With americans snapping at their heels they know if they dont wrap it up they will be on the losing side.

India would require for IAF 130-150 F-16's, It would take time to first complete this order then only international orders would be handled.
