Lyari Operation

:hitwall: liyari people live in liyari and do not go to BALUCHISTAN!!!! for god sake understand that there are people who have lived in karachi for 2 or 3 generations! i am sure they are still in liyari and a deal between government and them has been done! Now watch and see how chaudry aslam of CID will be targeted and killed!

p.s. chaudry aslam is an "outsider" by your definition however, he is defending karachi like no one else can! and they have even bombed his house!

By my definition, whoever embraces the city is most welcome.

No sir, operation was not ok because police is neither equipped nor trained for these operation. How can police or for that matter a fighting force can fight while standing on roads and their opponents are sitting comfortably in their houses and pill boxes. Did police ever asked for help from other agencies other than their sister force ie FC. Did they ask any support from IB? No. I think police needs to blame themselves ( decision makers)for ill planning. Police clearly under estimated strength of gangsters/ terrorists. If police ups desired to do this operation as solo then they should have asked a good input by IB and should have carried out intelligence based targeted operation and if their operation was halted due to intense resistance by gangsters, instead of making it an ego point they should have asked for rangers.
Principally I disagree from this type of operation in own population once you come under pressure due to presence of innocent people in area right from first bullet.
All respect and honor for fallen brave policemen who fought against all odds.

Dear mate,
IB was asked,& their expectations were the bassis of the failure of the bravly & quickly launched opreation,bt which wasn't supported by rangers, even our dear, rehman malik was unsuccsessfull, in bringing Rangers, in lyari!
By IBs info,3000 rapid response force was enough to hit the, target & get the criminals, bt they never expected , the heavy ammon these, gangsters has pilled in past six months.
In the end they , did get some real, updated MI, information , which is pointing, them in the right , directions, bt by thn it was too, late to carry on!
Bt, still police & FC are there! & hope , they are going to carry on , their cleaning of lyari.
As you , can see habib jan is in london, my question is how , he got the english visa, & pakistani passport, where were our, agencies sleeping?
This is the biggest , prove of our intell ,failiure & who you think , we should blame too?

Karachi police is working, hard! They are aressting BLA , peoples with weapons (RPGs) & with , thier own intell, CID sp Shahjhan was, targeted , yesterday, how can terrorists, get intell on the, aresst of their, own peoples? & who gave what kind of intell?
Drugdeallers hve their own, information cells, which were bassed on black , sheeps in our agencies!
Its a very, dangerous sign, for the protection of pakistan.
I allways support, our forces fighting, for the. Pakistani flag, cause once , I had also wore these , khakhis!

.
Is the operation still in progress? The media seems to have lost interest.

By: Online | May 08, 2012, 3:19 pm | 0

Interior Minister Rehman Malik Tuesday said targeted operation will be continued in Lyari until peace is ensured and Rangers, Frontier Constabulary would assist the Police in raid activities. He was talking to media in Islamabad before going to the United Kingdom with Prime Minister Yusuf Raza Gilani. Rehman Malik said all the steps would be taken to ensure peace and harmony and targeted operation would continue till the betterment of law and order situation in Lyari. He said it is the foremost priority of the government to protect the lives and wealth of people and peace will be revived in the city of Quaid-i-Azam. Answering a query, the Interior Minister expressed grave concerns over deteriorating law and order situation in the Punjab and he has summoned a report from the administration. He urged Sharif brothers not to bring government employees in rallies and demonstrations because it is not the duty of employees. Rehman Malik told media the reference have been sent to the National Accountability Bureau (NAB) against Sharif brothers.

Sir you seem to be a very informed person but if I accept that police asked input from everyone and basing on weak or false calculations their operation failed and Rangers refused to come then then I think Mr Malik is to be checked for correctness of his statements. wasn't he in knowledge where were those weapons against three lac licences issued by his one of home ministers. Police, FIA and IB are all his departments, he has the honour to serve in FIA and IB then how Habib Baloch managed to go out of Pakistan once FIA is there to stamp passport. I think there is something more then apparent statements. Is there anyone to ask man sitting in Badin how and for what good political reasons these men were armed to teeth. Why is he not been asked by government therefore i believe that police was used and there may be some other political motives.

Operation Lyari - Zafar Hilaly
Zafar Hilaly
Wednesday, May 09, 2012

Even as Lyari was burning and men dying while their terrified wives and mothers screamed for help, the Karachi stock market was booming, going up by a massive 252 points on Friday. For the happy Karachi punter, Lyari may just as well have been on another planet.

Some played down what is happening in Lyari, ignoring the death toll of 36 and pointing out that the fighting only affected three Union Councils, in other words, a mere 250,000 to 300,000 people in a city of 18 million.

If the fate of that number of fellow citizens fails to move us, then frankly, we had better call it a day as a nation. How can we react with such indifference when Lyari is virtually across the street for millions of Karachiites? Wanting, therefore, to know more about Lyari, I sought the views of a former official, an experienced person, both neutral and well plugged-in. His story was revealing.

Apparently the Lyari operation was the brainchild of Mr Zardari who ordered the IG police of Sindh and the chief secretary to “start across-the-board action in Lyari.” However, the real chief minister of Sind, the infamous Tuppi, who holds no political office but rules Sindh on the PPP’s behalf, summoned both the officers and told them to do what a veteran politician of the area, Nabil Gabol (now back in PPP good books) tells them, or else... That, of course, immediately ended all prospects of the operation being carred out “across the board.”

Nabil Gabol, who apparently, has scores to settle with opponents in Lyari, especially with the head of the Aman Committee, Uzair Baloch, began directing the Sindh Police. And the reason why the Rangers were kept out initially is because they don’t take orders from outsiders, no matter how influential that person might be, and even if the Sindh home minister was sacked on his advice.

However, what no one really bargained for was the depth of resistance to the police operation. Clearly Gabol has badly rubbed up members of the Aman Committee the wrong way.

The Lyari Aman Committee and its affiliates are the handiwork of that vocal, now mute, PPP stalwart Zulfiqar Mirza. The committee – set up to break the MQM’s stranglehold on the city and end its monopoly on the collection of bhatta (extortion money) – became self-financing: ‘if you pay them, you don’t get your godowns burnt’.

The Aman Committee was provided weapons to match those of its opponents, including rocket- and grenade-launchers. On one occasion, the two sides indulged in a kind of live-fire practice, which accounted for 9 deaths.

The MQM, of course, is keeping quiet, but secretly it must be delighted with what’s going on. One adversary is fighting the other, so what could possibly be better?

Rahman Malik’s role is to do what he is best at, namely, to obfuscate, confuse and throw the public off the scent. Immediately on his arrival in Karachi on Wednesday he announced, without proffering a shred of evidence, that the TTP and the BLA were involved.

He clearly forgot to mention the SLA, CIA, Moussad, Khad, RAW, et al. And, even if the BLA are involved, doesn’t that show the extent of the disaffection within Lyari and his own party? Could anyone have imagined that in a constituency, which has never failed to elect a PPP candidate and where the name Bhutto was virtually worshipped, should now be filled with voters jostling each other for the opportunity to curse the PPP on TV.

It was Rahman Malik who unwittingly revealed just how bogus the politics of reconciliation is, and how much the PPP had changed – from a moral crusader which it once aspired to be into a hollow entity.

On the other side of the barricade are the Sind police. Protecting ministers, advisers, etc., and steering them away from danger seems not only the primary but sole purpose of their existence. An exception, let it be said, is the Sindh minister of agriculture who moves about without an escort, lives in his own home and does not even have a police guard at his gate or a flag on his car.

An ancillary task of the Sindh police is to fleece the public, both to make ends meet, as their salaries are insufficient, and just for the heck of it. Protecting the public and maintain law and order ranks third in their list of priorities.

A friend spoke of sniffer dogs brought in after a robbery tracking the bandits to the police station. The explanation offered by the SHO was that “the dogs were tired and merely wanted to return home.”

Barring some deserving officers in the Sindh Police, most rank-and-file members have forked out exorbitant sums to be recruited and/or benefited from the nepotism and favouritism which is rife.

Predictably, their efficiency has suffered. On TV footages, policemen can be seen firing aimlessly or into the air. One clip showed a police “marksman” firing burst after burst with his eyes firmly shut.

To have hit nothing after so many shots probably earned him a shoulder promotion for having such a wonderful talent for missing. Or, perhaps it’s a new tactic that is intended to account for the enemy, through falling bullets rather than direct hits.

Although the police face a difficult task in Lyari, they have made such heavy going of the whole affair that one was tempted to ask whether their opponents were Red Army stalwarts who defended Stalingrad from the ferocious German assault in World War II.

Seven days is surely enough time to ferret out a score of “gangsters” in a relatively confined area, given the huge advantage in firepower and numbers that the police enjoy? Incredibly, of the 36 killed, only six were “criminals,” and for this too we have to take the word of the police because no bodies were produced.

When and how will the fighting end? The rule of thumb in urban fighting is that it lasts about a week or so because that’s on average as long as those trapped can survive without replenishing their food stocks. And if the police have the area effectively sealed off, as they claim, and water supplies have been cut off any fight should not take too long to end.

What then? If the past is any guide, the “gangsters” will take some time to lick their wounds, pack their families off to relatives, repair defences, rearm and be ready for the next round, or at best relocate.

However, what the government has not taken into account is the hatred that the population of Lyari has acquired for the authorities for the suffering inflicted on them, and that’s going to be a huge force-multiplier when the next round begins.

Of course, no lessons will be learnt from the operation. They never are because that’s not our way. Or, on second thought, perhaps the one lesson that they will learn is to purchase more armoured vehicles, only because someone will be able to benefit by jacking up the price.

Whatever this country’s eventual fate, one thing is certain, that only a political Houdini, like the one we have, could have so meticulously planned our ruin.

So, let’s join the Lyari mother who cupped her hands, looked skyward, and asked for deliverance. And let’s say “Ameen.”

Lyari's racing donkey: ‘Panna died in front of my eyes’

Lyari’s racing donkey:

KARACHI:
The loss of life in Lyari was not restricted just to humans.

“It killed me to have to choose between Panna and myself,” said Ashiq Balouch, the owner of a racing donkey that was shot during the Lyari violence.

For Ashiq, his donkey was like his child — he fed her peanuts, conserving her energy for the weekly races that took place. Losing Panna meant that Ashiq had lost a way to make his livelihood.

Four racing donkeys were shot in Lyari last week, forcing the Lyari Donkey Cart Association (LDCA) to cancel the Hamara Karachi race that carried a prize-money of Rs50,000.

And according to Shabbir Balouch, the second of the affected owners, it was not the donkeys that died, ‘it was a funeral for four families’.

In Lyari, the labourers save up for months in order to own a donkey that usually costs them Rs100,000, with an additional Rs12,000 maintenance per month.

“I had to make a choice, my house is not big enough to shelter six children and a donkey as well,” Ashiq told The Express Tribune. “Panna was tied in front of my house in Warah when the shooting started. I really couldn’t go outside to bring Panna in. She died in front of me, taking 10 bullets.

I couldn’t even move her body because the shooting did not stop. Her body lay there for three days, in front of my house.

“It was painful. My emotional and monetary investment went down just like that. I don’t know how I’ll make a living now.”

Meanwhile, according to the LDCA Secretary Faiz Muhammad Balouch, who also organises the weekly and monthly races, the event was cancelled to pay respect to the dead donkeys and a way of telling the Sindh Sports Board (SSB), who collaborate with the LDCA, that the deaths of those donkeys also seal the fate of those families’ livelihood.

“We need support and the SSB President Muhammad Ali Shah has promised us that but nothing is happening at the moment,” said Faiz.

“There won’t be any races until June because the situation in Lyari has affected us in the worst possible way. It has taken away the livelihood of 12 labourers who relied on their donkeys for work. Now their children are starving because they are out of work.”

Faiz added that the LDCA’s only demand was funds and support to the affected families. He also wants donkey-cart racing to be pat of next year’s Sindh Games.

“It’s a good time to make these racers feel part of the sports community. Besides the financial support, the SSB should make it a part of the Sindh Games. It’s a very local sport but is very popular and Sindh Games is all about promoting regional games.”

However, an SSB spokesperson ruled that out straightaway and added that compensation for the affected labourers will only be announced after the government announces the budget next month.

While the SSB ponders over its next move, Shabbir feels that the damage was beyond repair.

“It’ll take me at least two years to get another donkey. How will I save Rs 100,000 besides taking care of my daily expenses? I’m now looking or a job. My donkey-cart racing days are over.”

Police cannot bring in peace and security in a small area let alone in a city, a province, the country

The army cannot shoot down the drones?

The government / politicians / army cannot work to implement the constitution on the people but can fight and kill each other for the sake of the constitution to get the chair.

What good is a country where there is such police, such army, such government, and such politicians?
