KARACHI:
Federal Minister for Planning Asad Umar has urged the PPP-led Sindh government to utilise the Rs700 billion, which, according to him, has been allocated by the provincial government for development projects in Karachi.
“No development work was undertaken in Karachi in the past but now work is under way on various projects, including the K-4, the Karachi Circular Railways (KCR) and cleaning of nullahs,” the planning minister said on Saturday.
Umar was talking to the media after unveiling the plaque for the groundbreaking of the Bus Rapid Transit (BRT) Common Corridor that stretches from the city’s Taj Medical Complex to Municipal Park along one of the major thoroughfares of the city, MA Jinnah Road.
Speaking with reference to the Karachi Transformation Plan, the minister said “good progress” is made on all the projects in Karachi for which the federal government is responsible.
“Work is under way on a fast pace on the K-4 project and two projects of railways – the KCR and the Freight Corridor that will run from Karachi Port to Pippri area,” he said.
Prime Minister Imran Khan on September 5 unveiled the Karachi Transformation Plan – a "historic" financial package worth Rs1.1 trillion to address the chronic municipal and infrastructure issues of the country's financial hub.
Under the plan, around Rs572 billion were earmarked for the city’s mass transit system and rail and road transport systems. Rs267 billion were allocated for solid waste management, clearing storm water drains, and the resettlement of people living in encroachments built on the city’s waterways.
The plan allocated Rs141 billion for the city’s sewage treatment plants, Rs92 billion for water supply projects and Rs41 billion for roads.
However, according to a statement issued by the PPP chief Bilawal Bhutto Zardari whose party rules the Sindh province, out of the Rs1.1 trillion, the federal government was going to provide only Rs300 billion while the Sindh government had committed "more than Rs800 billion".
Umar said work is also under way on cleaning of drains in Karachi to permanently settle the problem of flooding after rains.
“Encroachments are being removed in the initial phase of the cleaning of nullahs for which the Sindh government has started work from Mehmoodabad area,” he said.
“As soon as the provincial government removes the encroachments around the major nullahs of the city, the federal government will start its work.”
He said the Green Line project is in the last phase of its implementation and is expected to complete by the middle of the next year. “The people would be witnessing the Green Line on the roads in the middle of 2021. The project would be a milestone for a modern transport system in Karachi,” he said.
Umar also appreciated Sindh Infrastructure Development Company Limited and Planning Development and Special Initiatives Division for their hard work and dedication in executing the project.
Sindh Governor Imran Ismail said the BRT project is part of PM Imran Khan's Karachi Transformation Plan, adding that the federal government is executing its projects in the city at a fast pace.
“The K-4 Water project has been handed over to the Water and Power Development Authority (Wapda). Wapda would soon present its report to the Prime Minister in this regard,” he added.
Ismail said the process to hire a consultant for the K-4 project has been completed and the K-4 would be a big water supply project that would help to cater the water requirement of Karachi to a greater extent.
“The Green Line project has been long-awaited. After its completion, the Orange Line and Blue Line projects would be also launched,” he said.

Karachi is among the top 10 cheapest cities in the world again, according to The Economist Intelligence Unit's Worldwide Cost of Living 2020 report.
Researchers looked at the prices of 138 products and services - including food, drink, clothing and household supplies in around 130 cities worldwide - to draw up the ranking of the most and least costly metropolises.

The ranking has been put together by The Economist Intelligence Unit (EIU) as part of its 2020 Worldwide Cost of Living Survey. It has conducted the survey for a second time this year to take into account Covid-19's impact on global prices and incomes.

ISLAMABAD: Prime Minister Imran Khan on Thursday directed the authorities concerned not to conduct any anti-encroachment operation in Karachi till the provision of alternative shelter to deserving dwellers.

In a separate meeting, the prime minister directed the authorities concerned not to delay provision of utility connections to new housing projects, especially electricity, as there was no power shortage in the country. The prime minister was also informed that 6,000 apartments were being constructed in Karachi under a project called Pakistan Quarters.

A meeting on the Karachi Transformation Plan presided over by the prime minister was informed that more than 100 projects had been planned under the KTP on which over Rs1.1 trillion would be spent.

The meeting was also attended by Chief of the Army Staff Gen Qamar Javed Bajwa, federal ministers Sheikh Rashid Ahmed, Asad Umar and Faisal Vawda and Adviser to the Prime Minister on Finance Dr Abdul Hafeez Shaikh.

The prime minister was informed that 100 development projects being executed under the KTP would be completed in three different phases.

Emphasising the need for timely completion of development projects in Karachi, Mr Khan said addressing the city’s civic problems on a permanent basis was quite imperative. He said illegal construction and encroachments along storm drains/nullahs were the main causes of flood in the city during every monsoon season. “However, people in such settlements must be provided alternative shelter before carrying out anti-encroachment operations there,” he said.

The prime minister directed a technical committee under the planning and development ministry be constituted for formulation of recommendations to upgrade the capacity and utility of K-4 project for supply of water to Karachi.

The prime minister had during a cabinet meeting on Tuesday observed that the KTP was moving at snail’s pace.

6000 apartments

Earlier, in a meeting of the National Coordination Committee (NCC) on Housing, Construction and Development, the prime minister was informed that 6000 apartments were being constructed under the Pakistan Quarters project.

In the first phase, construction of 700 housing units will start in the next three months with an estimated cost of Rs4 billion.

The housing and works secretary told the meeting that his ministry had auctioned five commercial plots for Rs13bn in Islamabad. He expressed the hope that construction activities on these plots would ensure Rs50bn investment and create 10,000 new jobs.

The prime minister directed the authorities concerned that there should not be any delay in provision of utility connections to new housing projects, especially electricity. “There is no shortage of electricity in the country then what is the logic behind delay in giving electricity connections,” he said, adding that the process of issuance of NOC for new connections should be made easy and simple to facilitate people.

Talking about house loans being offered by several banks, the prime minister said no additional financial burden should be exerted on the people seeking such loans so that they could have their dream house.

Mr Khan directed the Federal Board of Revenue (FBR) chairman to facilitate overseas Pakistanis who were intending to invest in Pakistan. “Overseas Pakistanis are our asset and, therefore, all hurdles coming in the way of their investments should be removed,” he added.

In another meeting, the prime minister was informed that Netherland-based firm AWTEC wanted to make $1.2bn investment to generate energy from solid waste in Karachi.

The firm is also taking interest in the Ravi urban project in Lahore as well as renewable energy projects. It will also transfer technology to Pakistan and open new venues of jobs in the country.

The prime minister said a number of problems were confronting the local authorities due to lack of waste disposal facilities. “Country’s water resources and coastal areas are worst affected by this [solid waste] and such projects will help establish housing facilities of international standard in the country,” he added.

Steering committee formed to oversee implementation of Karachi Transformation Plan

KARACHI: A steering committee led by Pakistan Tehreek-e-Insaf (PTI) MNA Najeeb Haroon has been constituted to oversee implementation of the Karachi Transformation Plan (KTP), ARY News reported.

According to the documentation available with ARY News, the federal government through NDMA/Ministry of Water Resources, Sindh Infrastructure Development Company Ltd (SIDCL) and Pakistan Railways, intends to undertake projects worth around Rs739 billion over the next three years through Public Sector Development Programme (PSDP), Public Private Partnership (PPP) and Supreme Court Fund for Karachi infrastructure improvement in the identified areas.

The major projects to be completed under the Karachi Transformation Plan are:

• Greater Karachi Water Supply Project (K-IV)
• Temporary settlement of Locally Displaced Persons (LDPs), construction of flats for LDPs, clearance of Rivers/Nullahs, roads astride Nullah banks and development of malls, education & health facilities on the cleared rehabilitated Nullahs.
• Completion of Green Line Bus Rapid Transit (BRT) system.
• Karachi Circular Railway (KCR)
• Double railway line freight corridor from KPT to Pipri.

The funding and execution of the temporary and permanent settlement for LDPs will be carried out by the federal Government/NDMA. The National Disaster Management Authority (NDMA) will provide Rs7 billion for Karachi Transformation Plan.

The provision of land will be the responsibility of the Sindh government while removal of encroachments along the Nullahs and rivers included in the scope of the plan will also be the responsibility of the Sindh government.

It is pertinent to mention here that Prime Minister Imran Khan in September had announced ‘historic’ Rs1100 billion financial package for the execution of a transformation plan meant to address the city’s issues and developmental requirements.

Coordination Committee meeting: Sindh govt to remove encroachments from Karachi

ISLAMABAD: A meeting of the Karachi coordination committee was held between the representatives of the Federation and the Sindh government on Friday which was told that the Sindh government will remove encroachments from the metropolis with the support of the federal government.

The meeting was attended by Sindh Chief Minister Syed Murad Ali Shah, provincial ministers, chief secretary, Minister for Planning Asad Umar, Director General Inter-Services Intelligence (ISI) Lieutenant General Faiz Hameed, Corps Commander Karachi among others.

During the meeting, it was decided that the process of design approval for remodelling of Mahmoodabad nullah would be started while the study and design of Gujjar and Orangi nullahs would be completed by January 15. The Centre will also seek help from Wapda to take the K-IV water project forward, local media reported.

During the meeting, Murad Ali Shah said the NED was conducting surveys of all important nullahs. A meeting was called Thursday on remodelling of Mahmoodabad nullah, the study of which has already completed. The remodelling will allow drainage of 270mm rainwater in 12 hours.

The chief minister further said that the government is working on ICI Bridge and Malir Expressway under public-private partnership. At present, the nullah is six meters deep on Korangi Road. He added that a special clean-up drive was also being launched in Karachi.

Asad Umar said that the encroachments have to be removed by the Sindh government, for which the federal government will provide full support. He said the National Disaster Management Authority (NDMA) has been authorised Rs700 billion and the cost incurred will be borne by the federal government.

Meanwhile, Asad Umar said the second wave of COVID-19 had become dangerous and public gatherings were not only posing grave threat to the lives of the people, but were also a violation of the court orders that had imposed ban on such activities. Talking to a private news channel, Asad Umar regretted that it had become a norm for the hypocrite opposition to give priority to political and personal interests before any public interest issues. He said coronavirus was a reality that was affecting human health everywhere, adding that precautionary measures were being taken all over the world to protect and prevent people from the virus.

The minister said the government had already issued a plan at the National Command and Operation Centre (NCOC) meeting to deal with the situation, adding that all the provincial governments were bound to strictly implement the coronavirus standard operating procedures (SOPs).

Asad Umar said that these selfish elements first spread the virus of corruption and now they were becoming the source of multiplying the virus by holding public gatherings.

He said opposition parties’ public meetings did not affect the government at all, but the PDM leadership should desist from playing with the lives of the poor. He cautioned the political opponents that government would never allow anyone to challenge the writ of the state. He said the law would take its course in case of the SOPs violations. He further regretted that the opposition was not realising its national obligations during the pandemic.

"Protecting the masses from the virus is the need of the hour rather than holding public gatherings," he stressed.

He said the government was making serious efforts for preventing the second wave of the virus in the country, but the rejected elements were busy in holding rallies.

Replying to a query, he said that despite the over-burdened healthcare system in the country, the government had tackled the first wave of the virus in a very effective manner by improving government hospitals’ infrastructure and successfully implementing the SOPs. He also urged the public to adhere to with COVID-19 SOPs strictly and avoid unnecessary gatherings out of their houses.

ECC likely to approve Rs739bn Karachi Transformation Plan

ISLAMABAD: The Economic Coordination Committee (ECC), in its upcoming meeting, is likely to approve the Rs739-billion Karachi Transformation Plan.

As per details, Finance Minister Dr Abdul Hafeez Shaikh has summoned the ECC meeting on Wednesday (tomorrow) to discuss 13 agenda items, including the Karachi Transformation Plan.

Sources said that the planning ministry had proposed the ECC to approve five Karachi infrastructure-related projects pertaining to water, railway and green bus services worth Rs739 billion in the next three years under the Public Sector Development Programme (PSDP), public-private partnership, Supreme Court fund and financing from foreign institutes.

Other agenda items of the ECC included a technical supplementary grant (TSG) for a project of ICT administration, Islamabad; TSG for annual contribution of the government to the United Nations Population Fund (UNFPA), Partners in Population and Development (PPD) and Family Planning Association of Pakistan for the fiscal year 2018-19, 2019-20 and 2020-21; TSG to pay Pakistan’s outstanding contribution to the World Health Organisation; revision in relending policy 2016 for foreign loans/credits; implementation of approved recommendations of Mobile Device Manufacturing Policy and Electric Vehicles (2-3 wheelers and HCVs) as well as approval of new proposals related to automotive industry (four wheelers EVs and premium on vehicles); besides a new agenda item on Pakistani rupee-linked bonds programme.
