Call for making Karachiites partners in re-planning of metropolis

KARACHI: Experts have called for involving the people of Karachi in the re-planning and development of the city.
Speaking during a webinar about the re-planning of Karachi titled ‘Governance and Planning Framework’ on Monday, they shared their opinions on how the city could be improved and upgraded through the Prime Minister’s Transformation Package.
Sameeta Ahmed, head of the Department of Architecture at the Karachi Institute of Technology and Entrepreneurship (KITE), who also happened to be the organiser of the webinar, started by discussing previous master plans for Karachi. She said officials concerned needed to visit those plans and assign different departments to take care of their different aspects. Bring experts into technical planning, listen to taxpayers about their vision for the city. Sustainable development and environment also needed to be considered, she added.
Amber Alibhai, general secretary of Shehri-Citizens for a Better Environment, said that everyone working for planning of Karachi was working in pockets and not together.
‘There is no plan anywhere’
“It needs to be examined how our corporates or businesses are contributing to urban commerce and ... housing for common people. We have no recreational spaces. Who will create these places? Who will maintain them? There is no plan anywhere. We are just doing firefighting in our city, not doing anything beforehand,” she said.
Urban planner Farhan Anwar said that the government’s plans did not provide the desired outcome.
“Our projects have no organic links to planning and therefore they fail while the city serves the motives of a select few. We need to evolve a political consensus. Otherwise, it will all be going from worse to worst. Our institutions are working on inappropriate mandate. So we need to rethink planning itself. We need strategic planning with sustainable neighbourhoods. We need to bring this city together with vision,” he said.
“Cosmetic work won’t do here. You need radical surgery,” he added.
Environmental lawyer Zubair Abro said that the biggest problem was that the government’s planning institutions were not even willing to consider the people of this city as the stakeholders of Karachi.
“There are tall buildings, even taller than 50-storeys high that don’t even have approval to go that high, but there they are,” he said when talking about the laws and bylaws of buildings and their construction from the point of view of environmental laws.
“No institution here cares about the law regarding buildings,” he added.
“And see how the city has grown. DHA City is not Karachi. It is Nooriabad if you ask me. And how will you supply water to these new housing schemes said to be part of Karachi?” He asked when talking about bending laws to create more land to sell for housing to citizens of Karachi.
“And why is there never any environmental assessment or study done for government buildings and projects,” he asked. “In actuality you need an environmental audit of the entire city.”
Nargis Rehman of the Karachi Citizens’ Forum said that there was no cooperation between civil institutions. “But instead they clash with each other. There is ill will. In fact, there is no will to do any good for this city,” she said.
“This transformation package includes three loans. But we want economic revival. We need good governance. And these things need good planning but here we are taking loans for improving a city without a plan and without implementations of plans. We need a redressal system,” she said.
Speaking from the business community, Mirza Ikhtiar Baig said that our projects have flaws. “Many of these projects are old and have been revived. But in reviving them we need to look at the changes that have taken place in all these years. They may need a modern design infrastructure like they do for K-IV and the Karachi Circular Railway now. So are the old or revived plans even suitable now?” He asked.
Yasir Hussain of the Green Pakistan Coalition said that public participation was very important in planning for the city.

WAPDA directed to take over implementation tasks of K-IV

ISLAMABAD - The federal government has directed WAPDA to immediately takeover implementation responsibilities of Greater Karachi Water Supply Project (K-IV) and ensure its completion within the shortest possible time.
The directives were issued by Minister for Planning, Development and Special Initiatives Asad Umar in a meeting here. The meeting was attended by Chairman WAPDA and senior officials of WAPDA to review progress on K-IV.
The Greater Karachi Water Supply Scheme (Phase-1) was approved by the ECNEC to supply 260 MGD of water to Karachi metropolitan which is being taken up for implementation by the federal government as part of Prime Minister’s package for Karachi. Under the financing mechanism, the cost of the project was shared by the federal and provincial governments on the basis of 50:50 percent. The project was being undertaken by the provincial government, however the federal government has taken over the responsibility under an arrangement with the provincial government. As a follow-up, Federal Minister Asad Umar wrote a letter to CM Sindh stating that the federal government was keen in implementation of K-IV project, as well as other projects at the earliest and wanted to work with the Sindh government to expedite the matter.
The Minister directed WAPDA to immediately takeover implementation responsibilities of the project and complete it within the shortest possible time. He further directed to develop action plans with clear deadlines for its execution on fast pace.
The share of the federal government in Greater Karachi Water Supply Project (K-IV) is Rs.12.755 billion while the total expenditure (released by the federal government) up to June 20, 2020 is Rs.10.398 billion. The federal government has allocated Rs.800 million in the PSDP 2020-21. It is expected that after extending the scope of work of the project, its cost will further go up.

PCIC decides to launch project to produce electricity from waste in Karachi

Sindh Chief Minister Syed Murad Ali Shah, presiding over the second meeting of the Provincial Coordination & Implementation Committee (PCIC) on Friday, decided to launch a waste-to-electricity project in Karachi for which necessary measures will be taken at the earliest.
The meeting was attended by provincial ministers Nasir Shah and Awais Qadir Shah, Corps Commander Karachi Humayun Aziz, Chief Secretary Mumtaz Ali Shah, GOC Karachi Major General Aqeel, Chairman P&D Muhammad Waseem, PSCM Sajid jamal Abro, Karachi Administrator Iftikhar Shallwani, Commissioner Sohail Rajput, Transport Secretary Shariq Ahmed, Local Government Secretary Najam Shah, KWSB Managing Director Asadullah and others.
The matter of the lifting of garbage from Karachi came under discussion in the meeting during which it was pointed out that of the 15 garbage transfer stations, only six were operational. The meeting agreed on the revival or the reconstruction of six more garbage transfer stations.
The meeting was told that the landfill sites would be filled very soon; therefore, a power plant might be installed to consume waste being collected from the city. The power generation from the waste would not just burn the waste but also save the land of the landfill sites.
The meeting decided to work out a plan to generate power generation from the waste being collected from the city at the earliest. Firms interested in the project may be invited for the submission of their proposals.
Storm water drains
The meeting was told that a survey of five nullahs (storm water drains) had been completed. The Gujjar Nullah has a length of 13.5-kilometre with a 210-foot width as per the master plan, and 5,961 households, 41,581 individuals and 2,412 commercial units are established along its embankments.
The Orangi Nullah has a 12.5-kilometre length, and a 100- to 150-foot width, and 4,480 households, 27,000 individual settlements and 380 factories are established along its embankments. Similarly, the Mahmoodabad Nullah has a 4.1-kilometre length, a 100-200-foot width, and it has 1,049 households, 5,900 individual settlements and 156 commercial settlements along its embankments.
The Malir River has a length of 30 kilometres and a 1,700-2,000-metre width, and it has 1,996 households, and 12,336 individual settlements/encroachments. The Lyari River is the longest river with a 50-kilometre length, and a 300-500-foot width as per the master plan.
The meeting was told that the NED University of Engineering & Technology was conducting a survey with terms of reference to analyse the width and capacity of the existing 44 major storm water drains in the city, a survey of nullahs with a number of physical structures, and drone- assisted mapping and outline of the encroached land. The meeting was told that the survey of the five nullahs had been completed and the remaining work would be completed by November 15, 2020.
Technical study
In Phase-II, a hydrologic and hydraulic modelling survey of the drainage system would be conducted.
Under the survey, the de-marking of the existing drainage network, modelling tools to quantify the expected flows in the region, cross-section details of the nullahs to be used to assess the capacity of the sections to cater to the flows will be conducted.
The chief minister said an ideal cross-section would be proposed for each drain based on the terrain and flow models for current and future improvements, and the best management plans for the drainage network to mitigate the risk of urban flooding would be prepared.
Green Line
The meeting discussed a proposal for purchasing electric buses for the Green Line Bus Rapid Transit System being built in Karachi. The buses may be operated by private operators. A high court judge has ordered to freeze all six trust properties controlled by the Muttahida Qaumi Movement (MQM) founder in London.
According to media reports, London High Court Judge Peter Knox, in the court order, also froze the MQM founder’s palatial residence in West London where he presently resides with his associates.
The court order means the MQM founder and his associates could stay in the properties till the court decision on the case but these properties could not be sold.
Six London properties that have been frozen by the court order also included the MQM Secretariat premises in London. The properties included Abbey View house, High View Gardens first house, Whitchurch Lane first house, Brookfield Avenue house, High View Gardens second house, Whitchurch Lane second house and the MQM office in Elizabeth House.
According to reports, the case will now proceed in due course within a few months.
The claim in the court was started in London on behalf of Syed Aminul Haque, the MQM-Pakistan (MQM-P) MNA and a member of MQM-Pakistan Rabita Committee. MQM-P had filed the case for the recovery of trust properties having a value of around 15 million British pounds.

Bro, it is very much related. This money was looted from the peoples of Karachi. Hence should be brought back and must be spent on the welfare of Karachi and its peoples. and who looted the money of Karachi, last i checked it was FBR (Pakstan govt) which got the revenue of karachi people and local taxes were collected by the Government of Sindh not MQM.

‘Solution to Karachi’s problems lies in financially autonomous local govt’
KARACHI: While terming the recently announced prime minister’s Rs1.1 trillion Karachi Transformation Package nothing but a lollipop, speakers at a programme on Friday said that a city, which sustains the whole country, deserves better.
They said its chronic issues could only be addressed by a financially autonomous local government representing its people.
The discussion on ‘What should be the priority of the Karachi Transformation Package’ was held at the Pakistan-American Cultural Centre on Friday.
Organised by Karachi Citizens’ Forum (KCF), the event also saw speakers demanding a census reflecting the actual population of the metropolis so that the city could develop on a sound foundation.
“The package is of no consequence. The city generates [revenue] 10 times more [than] this amount. Second, the announcement should have been backed by thorough planning, which isn’t the case. In fact, the prime minister’s announcement was soon followed by provincial government’s criticism, reflecting poor communication and trust deficit between the two governments,” said Syed Khawar Mehdi, associated with Commonwealth Karachi, a think tank.
Even a fair allocation to the city would have made little difference given the scale of corruption rotting the whole governance system, he regretted.
Revive Karachi as one district with 18 towns
He also emphasized the need for devolving administrative powers to the grass-root level, restoring Karachi’s status of one district with 18 towns and bringing all municipal services under one mayor.
“[Unfortunately] There is no political will. The prime minister should open his eyes and the chief minister develop [some] empathy. It’s about Pakistan ... a city that sustains all of us,” he said.
Concluding his comments, Mr Mehdi warned that external and internal enemies could take advantage of Karachi’s simmering issues and exploit the situation. “Karachi’s beauty and strength lies in its ethnic diversity but it’s also threatening for some.”
Recalling Karachi’s devastation in the aftermath of monsoon rains last month, KCF convener Nargis Rahman said it exposed shortcomings of the civic infrastructure, demanding representation of city’s stakeholders including seasoned urban planners, architects and representation from the labour groups in the committee established for the implementation of Karachi package.
The package, she pointed out, won’t uplift Karachi unless there was transparency and accountability.
She also talked about how the city could make sustainable progress and said, “We need people [to lead Karachi] from the people to take care of its people. Even a good administrator is not a solution to city’s long-standing problems.”
Plugging leakages may save 100mgd
Zahid Farooq of the Urban Resource Centre said the city contributed over 90 per cent and 65pc revenue to the provincial and the federal government, respectively. But, what it received in return was peanuts.
“Today, Karachiites are deprived of basic civic utilities including clean drinking water and a functional waste management and transport system. If the government just plugs leakages in the distribution system, it could save up to 100mgd of water daily that would help address water shortages in the city,” he said.
Criticising the Karachi package, architect Sameeta Ahmed said while half of its amount was meant for already functional projects, the federal government had not yet shared complete details of the package.
She also called for a technical assessment of the urban flooding the city experienced last month as encroachment of water channels was a major reason behind it.
Dr Qaiser Sajjad of the Pakistan Medical Association highlighted the adverse impact of degraded civic infrastructure especially after the monsoons on public health, calling upon the representatives of civil society to build pressure on the government to deliver.
Architect and founder Chhaoon Komal Pervez spoke about personal responsibility and said small efforts carried out with strong commitment could make a big difference.
“Since 2015 we have planted 10,000 trees in Karachi. A tree for plantation should be at least five years old so it has better survival chances,” she said, adding her team worked without government support.
Industrialist Mirza Ikhtiar Baig and film director Amna Khan also spoke.

‘Plan afoot to relaunch tram service in Karachi’

KARACHI: Karachi Administrator Iftikhar Ali Shalwani said on Friday that Turkey has offered to launch tram service in the port city and the administration is working over a plan to relaunch the iconic service in the metropolis.
Addressing a ceremony, the administrator said that the route of the expected tram service would be nine kilometers.
“The city government is working over a plan to run tram service in Karachi between Metropole and I I Chundrigar Road,” he added.
Shalwani also announced that the Karachi administration will organize a marathon race in Karachi next year.
Last month, Turkish Consul General Tolga Ucak had offered to launch tram service in the port city in a meeting with the administrator of Karachi.

Karachi's K-IV halted over technical issues in design, route and functionality

LAHORE: Finding serious technical issues in design, route and functionality, the Water and Power Development Authority (Wapda) halted Greater Karachi Water Supply Scheme (K-IV) and stressed that the project could not proceed without resolving the problems, The News.
The development came after Wapda Chairman Lt-Gen (retd) Muzammil Hussain visited the site with seasoned engineers, project advisors, general managers for coordination and monitoring water, central design, hydro planning and South projects.
The team took a detailed round of K-IV Intake located at Keenjhar Lake in Thatta where it was briefed on the current status of the project with the Sindh government highlighting impediments in the construction.
The Frontier Works Organisation (FWO) project manager gave an overview of construction while OCL consultant director briefed the team on issues hampering the project. They also saw an aerial view of the project.
A Wapda team is tasked to compile a report detailing major issues hindering the project construction and their possible solutions to determine a way forward.
The project
Karachi’s rapid urbanisation, unchecked population growth, and increased industrialisation have multiplied its water woes, as each new government has made the K-IV part of its package announcements.
The recent setback is bound to further escalate the cost of the project and increase delays.
The K-IV Project envisages to supply 260 million gallons per day of water to Karachi in Phase-I, which was approved by the ECNEC at revised cost of Rs25.552 billion for supplying 260 MGD of water to Karachi metropolitan.
Under the financing mechanism approved by the ECNEC, the cost of the project was shared by the federal and provincial governments on the basis of 50:50 percent cost sharing.
The project was earlier being undertaken by the Sindh government. However, the federal government, under an arrangement with the provincial government, has now taken up its implementation as part of the Prime Minister’s Package for Karachi.
Two weeks ago, the federal government gave WAPDA the responsibility to take over the implementation of the municipal infrastructure project.
