Pakistan's objective for Kargil: To infiltrate across the LOC in the hope that it would draw international attention to the Kashmir conflict during a time when both parties were armed with nuclear weapons, thus triggering a swift resolution to said conflict with the aid of the international community and their strategic partners. In essence, holding the World hostage with their newly acquired nukes.

Result: Pakistan drew widespread condemnation from the international community, including their allies; namely The United States and mountain friend China for igniting a senseless war during a volatile time. In addition, the Pakistani infiltrators were defeated and India regained control of it's territories.

I guess you could say Pakistan won as it did manage to draw the attention it so desired.
