Because gas needs to be sold to cover costs of exploration, running costs and make the entire operation worthwhile.
It's a commercial operation, not a charity.
Gas explored anywhere in Pakistan is sold to punjab because punjab has the highest number and percentage of people paying bills.
Kpk and Balochistan has the least.
