Police constable shot dead in Karachi


KARACHI: A police constable was shot to death at Malir in Karachi on Wednesday, police said.

The police said that unidentified gunmen shot and killed head constable Javed near Bakra Piri in Malir. His dead body was later brought to Jinnah Hospital for medic-legal formalities.

The deceased, a residents of Landhi’s Future Colony, was stationed at Malir City Police Station in its Investigation Section.

In a separate incident, unknown men riding a car threw a dead body near Jinnah Hospital and fled. The body was stuffed in sack.

The victim was tortured to death after being kidnapped. However, his identity was yet to be established.

42 target killers apprehended in Karachi: Wasan



KARACHI: Sindh Home Minister Manzoor Wasan claims police have apprehended 782 suspects, including 42 target killers, from Karachi.

Speaking to media here on Wednesday, Wasan said the provincial government has no plan to curtail the powers of rangers, but added they will have to produce results.

The provincial home minister said joint investigation teams have been constituted in all five districts of Karachi.

To a question, Wasan said Zulfiqar Mirza has not resigned on his own.

He said it is good that Supreme Court has taken notice of Karachi situation, but the same could have been done in Punjab and Balochistan also

Miscreants try to Use Women, Kids as Human Shield: Rangers

KARACHI: Colonel Shafiq Niazi of Pakistan Rangers, Sindh, said on Thursday that it has been observed during surgical operation in different areas of the city that some miscreants try to use women and children as human shield.

Addressing a press conference, Colonel Shafiq Niazi said the miscreants also try to create law and order situation during the targeted action.

He appealed the women and children, approached by the miscreants, not to come under their pressure and not allow themselves to be used as human shields.

Colonel Shafiq Niazi said Rangers have arrested 100 suspects including some supposed to be important target killers along with illegal arms, from different areas of the city in a targeted action during the last 24 hours.

He added that surgical actions have been conducted in Yousuf Plaza Gulberg Town, Pehelwan Goth Gulistan-e-Johar, Banaras Bridge area Peerabad, Sohrab Goth and Raangar Paara Baldia Town.

He said 149 weapons of different types were seized during surgical action from the houses and some of the offices.

He also advised the media personnel to maintain some distance from the areas during the targeted action against miscreants

Hi ,

I have been reading about this target killings for some time now and could not make any sense out of this.

Can anyone answer this :
1)Is this a Gang War .. or .. is it a retaliation killing going around in circle by political activists?
2)Who are the victims, i do not see any patterns in those already dead! .. some are described as innocent common man, some were football players, Govt official, etc.
3)Motive .....I read and re-read ... still could not make out what are this killers trying to prove/avenge/achieve. Its senseless to say the least.

Would be great if someone could chip in a couple of lines to make it more clear to us outsiders. The more i read the more its confusing.

Karachi suo motu: IG Sindh says 'hands tied'

KARACHI: Inspector General of Police (IG) Sindh Wajid Ali Durrani on Friday claimed that 30% of the police force was not working under him and comprised of those who had a “soft corner” for criminals. The IG was appearing before the five-member bench during the suo motu hearing on violence in Karachi.
The hearing has been adjourned and will now resume on September 13, 2011. The court has also asked that summaries of certain First Information Reports (FIR) also be presented during the next hearing.
The Advocate General of Sindh will also be presenting the Intelligence Bureau report on the situation in the city. The bench will not be entertaining any new applications for the case.
During the hearing, Durrani informed that court that he was not independent and that his hands were tied. He said he could not even transfer police officials on his own.
The chief justice asked the IG why two suspects in the Chakra Goth case had been released and that the Station House Officer (SHO) should be suspended for releasing them. Durrani informed the court that the Investigation Officer (IO) of the case had been suspended and the SHO had been removed.
The bench also said that the Inter-Services Intelligence, during the hearing on Thursday, had shown them concrete facts on the situation in the city.
The Advocate General also briefed the court that Nawaz Baloch, who had been abducted from Karsaz, had been recovered and an FIR had been registered against the killings in Lyari.
 
Karachi businessmen back off for fear of gangs

Although Karachi’s business community wants the government to go after extortionists, it is divided over whether to become a petitioner in the Supreme Court’s suo motu notice for fear that the mafia will eventually target them.
Businessmen who had announced on Tuesday that they will file a petition in the court seemed to back off from the decision.
“The Karachi Chamber of Commerce and Industry is not considering becoming a party to the case,” said KCCI President Saeed Shafiq but added that some industrialists might want to contribute in an individual capacity.
Wahab Lakhani, who chairs the SITE Association of Trade and Industry, reserved comment on the case, saying the matter was subjudice. However, he said, as an association they were not filing a petition.
“It is no secret that businessmen are so scared of political parties that they do not file FIRs against extortionists,” said a leading businessman, requesting anonymity. “It is true that the situation will not improve until businessmen come forward, but who will risk his life?”

Hearing on Karachi violence: Critical SC rips apart police investigation reports

As the Karachi violence suo motu case proceeded on Tuesday, the Supreme Court continued its criticism of the Sindh police and pointed out inherent weaknesses in its investigation reports.
Sindh advocate-general Abul Fattah Malik, who was asked in Monday’s hearing to arrange a screening of videos showing torture cells, prayed to the court for 15 minutes of hearing.
He also requested the court that the videos be screened in the CJ’s chamber instead of the courtroom, as some portions were not for everyone to see.
The videos, including those made through mobile phone cameras, showed the terrorists torturing victims, manslaughter, sexual abuse and the discovery of torture cells by Pakistan Rangers.
After the screening, the court asked police officers, including Durrani, assistant inspector-general (legal) and the responsible senior superintendent of police (SSP), about the FIR of an incident where a bus was set ablaze with passengers inside it.
Justice Ghulam Rabbani asked the SSP to read out the FIR, according to which two of the accused claimed to be workers of the Awami National Party (ANP) and stated that their motive was to ensure that their August 13 strike call (over the local government issue) was a complete success.
The court then referred to a joint investigation team (JIT) report submitted by ANP counsel Iftikhar Gilani, which included information on a Muhammad Ajmal alias Ajmal Pahari.
Justice Rabbani asked the SSP to read aloud the parts on Ajmal’s background. The accused, who allegedly killed 113 people, named one Nadeem Nusrat of London Secretariat and another activist from his party (Muttahida Qaumi Movement) who either arranged or received training at a camp near Delhi, India.
When inquired if the people named in the report were arrested, Durrani replied that they had been held and sent for trial.
The police team was then asked if the veracity of the Ajmal’s statement was checked. “This is a JIT report, not a police report,” Justice Rabbani said, telling Durrani to trash the report. “Please don’t constitute JITs if nothing is to be done,” he said.
Justice Sarmad Jalal Osmany noted that Ajmal was also involved in the murder of a former Sindh advocate-general. Has he been charged in the case, the judge asked.
The bench observed that the accused can only be convicted if a proper case with evidence is laid before the relevant court.
The court then moved on to a second FIR, pertaining to the attack on a private bus carrying policemen to the troubled area of Chakra Goth in Korangi. The FIR was read aloud and the court specifically asked about accused Kamran Madhuri and pointed out that he was not named in the said FIR.

“Why has he not been named? These lacunas can prove fatal to the prosecution,” the CJ said. “[Later], when he will be freed for want of evidence, courts will be blamed for letting terrorists off the hook.”
The CJ also pointed out the delay in registering a FIR and the statement of a DSP who was injured in the attack. “This is the level of investigation,” he said. “Earlier, investigating officers used to record FIRs and make memos. Now, a moharir writes it at a police station instead of the crime scene and here the lacunas creep in,” the CJ said to Durrani, who said attempts were being made to enhance capabilities of officers at police stations.
‘Unhappy with suo motu’
“Some quarters are unhappy with the suo motu notice,” said Chief Justice Iftikhar Muhammad Chaudhry. “If even a single person is killed, the government is responsible. Elected representatives are sitting in the assemblies. The Senate is working. Why, then, is there so much helplessness? It is all a political gimmick,” he said.
“As the attorney-general, advocate-general and other representatives of the federation and provinces are present, the Supreme Court can ask why the government and its functionaries are not fulfilling their legal and constitutional obligations,” the CJ said.
Asma Jahangir testimony
Meanwhile, appearing at the hearing, Supreme Court Bar Association President Asma Jahangir appreciated the court’s suo motu notice and said that it had a very effective but limited role to play.
Calling Karachi’s situation ‘chronic’, she read out from the JIT report presented by Gilani, she said it shows that ‘the MQM has a machinery of violence’. “All political parties have cells within their ranks. Extortion in Karachi started much before the MQM came into being, but it became sophisticated in their time,” she said.
She rejected the idea of intervention of the armed forces. “Civilian governments must recognise that bad governance is a disservice to their own rule,” she said.
Addressing Additional IG Saud Mirza, the court pointed out that he has names of extortionists and should go and arrest them. Mirza said no one is coming forward to lodge a FIR.
 
Karachi violence: Political consensus alone can defeat violent forces

ISLAMABAD:
The government is working on a plan to draw a clear line between ‘violent and non-violent forces’ in its latest effort to restore peace in Karachi and Balochistan, top leaders of the Pakistan Peoples Party exclusively told The Express Tribune.
“It’s time for political parties to clarify their position that there is no motive behind the violence in Karachi or in Quetta,” said Interior Minister Rehman Malik. “[Some] political parties should stop the campaign – extortion in Karachi,” he added.
The minister further disclosed that the Federal Investigation Agency (FIA) is investigating how tapes of lawmakers were recorded without the permission of the chief executive of the state. “I’ve ordered the investigation to unveil the criminals involved in this illegal practice,” he said.
Meanwhile, while briefing reporters at the office of the Senate deputy chairman, Malik said political parties that collect sacrificial hides and zakatul-fitrana should be banned.
Around 42 target killers have been arrested so far, he said, adding that they took more than 450 innocent lives in the last three months.
Although Malik admitted that those arrested claimed to have political affiliations, he declined to disclose any names of parties.
Resignation rumours
Dispelling rumours that he had offered his resignation, Malik said, “I will not step down until forces draw a line between violent and non-violent political parties.”
Meanwhile, Deputy Chairman Senate Jan Muhammad Jamali endorsed Malik’s idea, saying that violence in Karachi and Balochistan could be curbed if political forces stand united against the aggression faced by both the volatile regions.
“Only political consensus can defeat the violent forces,” he told The Express Tribune, adding that the “chronic issue of missing persons in Balochistan should be resolved by engaging the locals.”
Jamali, who heads a senate special committee of Balochistan lawmakers, has called a meeting next week to address the issues of Balochistan. The issue of missing persons will be concluded when the committee gathers intelligence about such criminals, who, he said, ‘wear uniforms and impersonate as members of law enforcement agencies’.
While talking to The Express Tribune, leader of the house Syed Nayyar Bokhari said that only political forces can curb the violence in Karachi. “Investigation agencies should conduct investigations without political influence. It’s the only solution to the violence in Karachi,” he said.
Al Qaeda senior leader
Senior al Qaeda leader Younis al Mauritani is in Pakistan’s custody, the interior minister told reporters. “We have no plans to hand him over to the US yet,” he added. Pakistani intelligence agencies captured al Mauritani earlier this week from Quetta.
Malik further said the US has requested Islamabad to hand over al Mauritani but the government is currently interrogating the top al Qaeda figure.

Corps commanders’ conference: Military brass backs govt steps in Karachi

Top military commanders have thrown their weight behind the steps taken by the civilian government to restore peace in Karachi, which has been in the grip of violence for months.
The decision was taken at a meeting of corps commanders chaired by Army Chief General Ashfaq Pervaiz Kayani at the General Headquarters in Rawalpindi on Thursday to review the security situation and the ongoing bloodshed in the metropolis.
The development came after the government apparently accepted the military’s demand to allow Rangers to conduct non-discriminatory operation against individuals and groups responsible for unrest in Karachi. The military is concerned about the role of the city police, which has become increasingly politicised and lacked the necessary credibility to end the violence.
However, breaking the tradition, the top brass opted not to issue any public statement about their discussions on the Karachi unrest.
The decision not to issue a statement is believed to be taken in view of avoiding possible criticism against the army for being overtly vocal on the Karachi situation.
Al Qaeda arrest
Sources said the military commanders also discussed the recent arrest of key al Qaeda operatives from Quetta.
Director General Inter-Services Intelligence Lt General Ahmed Shuja Pasha, who also attended the meeting, briefed the corps commanders about the significance of the arrest and its likely impact on Pak-US relations.
Pasha briefed the meeting about efforts by Islamabad and Washington to normalise ties that had been severely strained by the killing of Osama bin Laden in Abbottabad on May 2.
 
Kamal also called into question the video testimony of Ajmal Pahari. The former mayor questioned why Pahari was the only target killer found by the intelligence agencies. Kamal also claimed that Pahari had confessed under torture, hence his testimony could not be believed.

BUT FINALLY MQM ADMITS AJMAL PAHARI A TARGET KILLER IS THEIR OWN man!

So Ajmal Pahari is a target killer? How do you know that? By the same logic Mustafa Kamal also said that the person who is writing all these JIT reports will confess to being the mastermind behind 9/11 attacked within 2 hours of police remand. I very recently explain the same thing to you but it seems you are either very very hard of understanding or you are blinded by your bias, either way MQM is here to stay so you can burn inside however much you want!
 
After listing to Altaf Hussain there is no doubt in my mind that he is mentally ill. His speech was incoherent and his attention span was very limited. He will jump from one topic to another and then another. He definitely needs help and I don't think he is fit to lead the party because to do that a person needs to be sane. He can't even form sentences properly.
At one time he was talking about killings then all of a sudden he moved to Prophet Muhammad (PBUH) and then he move to killings again and then to agreement between Muslims and Kuffar and then started talking about fatwa or something then he said something else and then started reading Quran, then he stopped in between recitation and then talked to people and then all of a sudden he started reciting again. Take him to the hospital and get his mental state checked.
 
So, this buffoon is the leader of the "educated middle class"? The blabbering of mashkara azizabadi is in full swing on TV. Tons of nahoosat is oogzing out of every single pore and his nihari stuffed chubby cheeks corroborate the accumulation of extorted money. bawazoo khwateen are taking notes and self-proclaimed educated middle class seems to be quite mesmerized by his incessant blather. subhanallah!
