It shouldn't matter if the Block-II doesn't have FBW. Ultimately, the Block-I and Block-II were meant to provide critical capabilities to the fleet (e.g. BVR, AShW, etc) as soon as possible and at as low a cost as possible. They've effectively replaced the A-5s and F-7Ps, which is very important.
The PAF seems to have pushed a lot of advancements to the Block-III, which is going to reinforce the capability element as well as give the fleet a new high-technology (e.g. AESA, hopefully HMD/S, hopefully digital FBW, etc) fighter. At this stage, I hope we see a new engine too, be it WS-13E or RD-33MK (or RD-93MA).
