Israel is Negotiating the Acquisition of Additional Submarines with Germany

Your not making sense. It either is 2 billion and too expensive to acquire or cheaper and the object of negotiation. Not both
i dont know what army will buy but they want to save money all the budget go on sallaries and Budgetary pensions

It is not 1 sub but 2-3 according to israel defence journal. I know that the navy need to have better ships but way israel need 7-8 submarines when the navy will have a huge Appgrate in the coming years (saar 6, saar 72) . The saar coverts can protect the gas field.

Youneed about 4-5 boats to have 1 out at sea at all times. And that is rather a slim second strike capability....

The Israeli Navy is preparing to upgrade its maritime arsenal with the $1.3 billion purchase of three state-of-the-art submarines from Germany, The Jerusalem Post's sister publication Maariv reported Friday.

The deal is expected to be wrapped up next month in Berlin between senior officials who have secretly negotiated the details of the arrangement over the last months.

Israel will receive the new vessels over the next decade as it aims to upgrade its nearly 20 year-old Dolphin fleet, according to Maariv, which are said to be more advanced, longer and better equipped.

In 2013, the military received the INS Rahav, which was the most expensive weapon ever purchased by the country, and the fifth Dolphin-class submarine constructed for the Israel Navy.

According to foreign reports, the navy’s Dolphins provide Israel with nuclear second-strike capabilities, as they can travel far from Israel’s territorial waters and are reportedly able to carry long-range cruise missiles tipped with nuclear warheads.

Among their many capabilities, submarines can launch conventional missile attacks on near and distant targets, fire torpedoes at various naval vessels and engage in intelligence-gathering.

The deal between Israel and Germany is expected to be signed by November 7.

So israel going to have a fleet of 9 dolphin submarin. In the entire history of the israeli navy israel didn't possess that large quantity of nucler capable sub. That mean the navy going to have a major boost. but the question is why we need large fleet of subs. UK for exampel possess 12 submarin and it is an island. Our surrounded countrys expact egypt dont have even a navy and we have peace treaty with egypt and even if egypt going to have some kind of "arbic spring" and the muslims brotherhood will be in power thier navy is usless aginst us. why not to use that money for the foot soldiers?

Not necessarily, as the navy may pay of the oldest 3 earlier than their service life would require.
I think your view of surrounding navies is too limited (Saudi, Turkish navies?).

Turkish navy is not our problems , We even sell turkey weapons. Sudia is USA ally in the ME i cant see even in the far futer war between us and sudia.
But the war israel going to have the near future is with hamas and hizbullah.
Why not to use the 1.3 bilion of dolars in buying systems that can help the infentry like anti tank systems, more attack helicopter, apc, protection systems for tanks and apc, smart artilary(tamuz,atmos).
It is nice to have a big number of sub but we dont need to project power that will never be used. I simply cant see the logic in that.

Israel have m 113 apc that need badly to be replaced. I sereved in the givati brigade and that apc have worse protection then my car.
The reserves soldiers also need improvement.

So long as you are friend with Turkey maybe.... lets see what happens in Syria first, yes?
And the Saudi coastline runs all the way up to the Suez canal.
So those are two relevant navies, closeby.

Again, if the subs are Israel's nuclear (second) strike capability, you need 4-5 to have 1 at sea all the time, which will then have maybe 4-6 nuclear missiles at the ready.
