I don't moscow will save BAL. Russia is not USSR and its main concern and area of influence in E.europe and C.asia. They may want to keep a military presence in the mediterranean and that's why U see them defending butcher asad by all means. They don't have anything to again from taking side of a regime that has less than 20 % support right now. BD is pretty much irrelevant to russia whether its militarily or economically. And as for arms , how much we are buying from them really. If they really want to remain as a major arms supplier to BD specially in our fighter purchase programme, they can't afford to side with a sinking ship like BAL.

How much can you trust someone when he openly goes online to talk about how he used to work for a secret agency.

Add to that his attempts to disparage other Bangladeshi posters who he feels do not have "contacts" like he does.


1. America can bring Bangladesh to its knees if it chose to.

It doesn't, and America is not fundamentally anti-Bangladesh and wants to see Bangladesh pursue the path that post-military Indonesia has of stable democracy.

2. Awami League politicians have been buying houses to escape from Bangladesh once they lose, these houses are in the US and west and not Russia.

3. Russia is approaching new markets to promote its economy, one such market is of course Asia's 5th biggest country Bangladesh.

Russia has also been upgrading relations with Pakistan.

4. A "proxy state" is one that is used by a greater power to do the dirty work of that greater power e.g. to militarily attack a rival.

Russia cannot use Bangladesh to attack any other state.

Russia cannot weaken Bangladesh's relations with the US. When I say Bangladesh here I mean Bangladesh the nation and society, and not the current Awami League government which has tension with the US over Muhammad Yunus and Grameen bank.

Russia cannot weaken Bangladesh's relationship with China.

Bangladesh is merely doing something sensible and that is to upgrade relations with what was the 2nd most powerful country in the world, and is now still on of the most powerful.

Hasina's regime will probably be out in 12 months anyway.

Your post contained no substance - apart from personal insults against me and other respected Bangladeshi members of this forum - and did not address any of the points I raised.

I will ignore your personal insults but will make somethings clear.

Bangladesh is not a major global player and is dependent on western generosity for its growth e.g. in the form of allowing RMG products to be exported to western markets at preferential prices.

The US and the west have at times pressured Bangladesh not to pursue certain basic deals with Iran (e.g. factories etc) and Bangladesh has had to succumb.

They have not done such a thing and will not do such a thing with Russia, i.e. object to BD-Russia ties. In fact Indonesia has good relations with Russia but the US is still the most powerful factor there.

Just to repeat once again in your post you made no reference to the topic and as usual tried to personalize it by saying that other posters do not have a "discernible background" with the implication that you do have a "discernible background", once again trying to engage in self-praise, self-aggrandizement, belittling of others.


Please grow up for once, stop boasting of your supposed DGFI connections, your numerous contacts, belittling other posters (including ones who have not even posted much in this thread) and for once post on topic and something meaningful.

This is the latest in a series of deals with Russia ...... Hasina is looking for cover and protection and a counter to the United States. Western countries have opposed Bangladesh satellite launch and were against the country having a nuclear power plant which are now all being provided by Russia.

I don't know about this. A bunch of MoUs and trade deals do not equate to being a "Ruskie-dalal".

Tell me, when was the last time that the US participated in any infrastructure or energy project? Barely. Although, it has a big share in the World Bank. Again, the AL is screwing around with them.

Fact: the Western countries did oppose the satellite launch.

It is becoming increasingly apparent that Bangladesh under the AL is increasingly distancing itself from the US and the West. This is due to a whole range of issues.

I read a very interesting article today:

Dhaka to seek access to MCA

$600m US anti-poverty fund hinges on reducing corruption, resolving Grameen Bank issue

Apart from improving its record on corruption, Bangladesh has to resolve the Grameen Bank issue in an acceptable manner and ensure that no new law hampers operation of NGOs in the country to qualify for US funds to fight poverty.

The two new issues were included in the first Bangladesh-US Partnership Dialogue in Washington in September, which would be crucial for Bangladesh's access to the Millennium Challenge Account (MCA), said government officials.

“On Bangladesh's repeated insistence on access to the MCA, the US delegation remarked that improvement on three issues -- namely corruption perception index, Grameen Bank and the proposed NGO law could enable Bangladesh access to the MCA," according to a report that the foreign ministry prepared on the dialogue.

Bangladesh made an attempt to get the MCA fund during the tenure of the last caretaker government but it failed.

Asking not to be named, a finance ministry official said they will again apply for the MCA fund early next year.

If Bangladesh manages to meet all requirements of the MCA, it may get $600 million in aid in two phases.

In the first week of November, the foreign ministry sent its report to other ministries for taking follow-up actions on the issues discussed during the dialogue.

An 18-member Bangladesh delegation headed by outgoing foreign secretary Mohamed Mijarul Quayes attended the dialogue in Washington on September 19-20. US Assistant Secretary of State Robert A Blake led the US delegation.

According to the foreign ministry report, the US side expressed concern over the Grameen Bank issue and hoped it would be resolved in an acceptable manner.

The report further said the issue of the Nobel prize winning organisation was linked to women empowerment and advancement of small and medium enterprises in Bangladesh. An acceptable settlement of the "troubling" issue was mentioned in relation to Bangladesh's accession to the Millennium Challenge Corporation (MCC).

In the meeting, Ambassador-at-Large for Global Women's issues Melanne Verbeer described Bangladesh as a “model of the world” for what could be done for uplifting women from the lower stages of the society.

She said both Grameen Bank and Brac, the world's largest non-governmental organisation, are globally enviable Bangladeshi brands, which have been replicated throughout the world, according to the report.

Verbeer, who toured Bangladesh in September this year, also mentioned that Bangladesh government's recent steps regarding Grameen Bank were perceived to have disenfranchised the women borrowers of the bank.

She hoped that the issue would be amicably resolved soon, said the report.

Ambassador Michael Kozak, senior advisor of bureau of democracy, human rights and labour of the US State Department, said the US hoped the proposed Foreign Donations (voluntary activities) Regulation Ordinance 2011 would not create any impediment to smooth operation of NGOs in Bangladesh.

The report said the US delegation acknowledged Bangladesh's concern about the work of some NGOs and the need for strong monitoring system and transparency of accounts. But at the same time, it advocated for easing the procedure of funding, registration and work permit for the interested local and international NGOs to work in the country.

During the dialogue, the Bangladesh delegation said the country had already fulfilled 10 out of 20 requirements to qualify for assistance from the MCA.

It said a number of countries ranking lower than Bangladesh on the indicator receive assistance for both compact and threshold programme. It urged the USA to consider Bangladesh's case.

The MCA is a US government programme that provides grants to poor countries to fight poverty. There are two primary types of MCC grants: compacts and threshold programmes.

MCC has approved over $8.4 billion in compact and threshold programmes worldwide.

Compacts are large, five-year grants for countries that pass MCC's eligibility criteria. Threshold programmes are smaller grants awarded to countries that come close to passing these criteria and are firmly committed to improving their policy performance.

A country needs to show good performance in 17 such indicators, including corruption, health, education, rule of law and the government's effectiveness, to become eligible for finance from the MCC that was created in 2004 by the US congress.

Bangladesh lags behind in nine out of 17 measurement indicators to qualify for MCC fund, according to the MCC website.

In October, US Ambassador to Bangladesh Dan W Mozena told reporters in Dhaka that corruption remains the major barrier for Bangladesh to getting funds from the MCA.

Bangladesh's scorecard in all measurement criteria is not up to the mark to qualify for assistance from the MCA, he said.

There are certain areas where Bangladesh's scorecard is green, and in some cases the scorecard is red, he said. "So, we started discussions on how to turn red to green and how to deal with more difficult issues like corruption."

“I singled out corruption because it is the one that must be green," said the US ambassador.

The Grameen drama appears to be no small matter for the big boys of Wall Street and such. Of-course, there are other issues that they are not satisfied with from the Hasina government.

Suppose what you say is true.

Bear in mind that Russia is not a full member of the WTO. It doesn't have that kind of global economic clout as the US has. It'd be very unwise to antagonize them.

And frankly, long gone are the days of the USSR. It's simply no more. It's like beating a dead horse.

You are right it doesn't but you are only looking at this deal and I am looking at deals that have been struck over the last two years. Compared with the US, India and China only Russia has been able to start moving ahead on its projects while everyone else remains stalled .......
