Iraqi statement is the standard procedure.

Before the operation started, Turkish MIB chief Fidan went to Iraq and held a series of meetings with the new Iraqi prime minister (former intelligence chief) and some military officials.

In other words, this operation runs under the coordination of the Iraqi state. It is also possible aims that complete the Turkish-Iraqi operation, which was unfinished 2 years ago. (direct border crossing between TR and Irak over Dayrabun-Ovaköy)

Also Iran's support in later stages of Claw operations is essential for ultimate aims, if Qandil still on the list. Because all the escape routes of the Qandil HQ camps face the Iranian border. Last week, we heard some news about Iran's military buildup some regions bordering Iraq and Turkey, I hope that is true. Iran must clear those who fled Op areas, They have this capability technically. It is important that Iran's foreign minister was in Turkey while the start of the fourth stage of the operation, Claw-Eagle .

Baghdad doesn't care for these operations against the PKK, the statements are for other political reasons. Baghdad does have an issue with the outpost north of Mosul.

For example during the 2018 Sinjar airstrikes, Turkey made a large convoy of PKK leave Sinjar which benefitted the Iraqi army as they wanted this for a while.

I personally believe Baghdad must change its political system and constitution, deny the right for an autonomous region and what happens will happen. It is better, Peshmerga is no threat militarily they're just a pain politically.

.
Iraq's regaining unitary state status could significantly increases the stability of the region. At least in the first place, the Iraqi army needs to regain control of the Sinjar-Dayrabun line. Direct trade channel should be opened between Baghdad and Ankara.
