there is a million reasons why they could be around PKK fighters... they could be trying to diffuse a situation. it could be Iraqi intel communicating.

I guarantee you Turkish intel members have, and do still meet on occasaion with PKK commanders for certain local talks/arrangements. Does that mean those turkish military men are fair game when around pkk?

It happened before, Tibetan "exile government" operating in India and CIA sent rebels into China from India , attacked and ambushed PLA, we didn't cross borders to go after them.
China and India did have a war, but that war was about land disputes ,not Chinese PLA crossed border to go after Tibetan rebels.
